HISTORIC DISTRICT COMMISSION, NORWICH, CONNECTICUT
15 October 2009
The regular meeting off the Norwich Historic District Commission was held on 15 October 2009
in Room 319, Norwich City Hall at 5 p.m.

I. HEARING – COA # 270 John Robbins
44 East Town Street
Mr. Robbins presented drawings of the proposed outdoor stairway extending from the ground to
the roof walkway on the rear porch, providing access to the rear of the main building second
floor and to the garage attic. Since the drawings are not to scale, questions about how visible this
stairway would be could not be answered.
A number of options were offered and discussed.
II. REGULAR MEETING
A. Action on COA # 270 was deferred to the November meeting pending submission of
drawings to scale.
B. The minutes of the September meeting were approved without change.
C. Chairman’s Report
1. The chairman noted that on September 18, he contacted Glen Rubino and Robin
Waller regarding COA #268. They are reconsidering the project and currently
favor natural plantings rather than a wooden fence for privacy protection. They
therefore consider their COA application no longer active. For the purposes of
this commission, COA # 268 is therefore denied.
2. Edgar reported that he had presented the bronze Preservation Award plaque to
Madelyn Easley at 14 Mediterranean Lane. Ms Easley was not able to attend the
formal presentation last November.
D. Old Business
1. The list of current members of this commission, with spelling corrections, was
distributed.
2. All members of the commission present confirmed that they have received the
meeting notice, agenda and September meeting minutes by email. Ms Hamblen
has not confirmed receipt of same.
3. Chairman Edgar has not yet been able to contact Chris Barrett at 43-45 East Town
Street.
E. New Business
There was no new business to come before the commission.

The meeting was adjourned at 6:00 p.m.
