HISTORIC DISTRICT COMMISSION, NORWICH, CONNECTICUT 20 May 2010 The regular meeting off the Norwich Historic District Commission was held on 20 May 2010 in Room 319, Norwich City Hall, convening at 5:05 p.m. Members Present: Malcolm Edgar, Chairman Desiree Champagne Judith Hamblen Gideon Loewenstein Marco Middleton Pam Muccilli Members Absent: Cort Murphy Nancy O’Neil I. PUBLIC HEARING – COA # 277 Robin Wilber and Glenn Rubino 27 West Town Street On May 19, 2010 Ms. Wilbur notified Chairman Edgar by telephone that she and Mr. Rubino were withdrawing COA #277 application for consideration by the commission. Ms Wilbur provided written confirmation of the request for withdrawal on May 20, 2010. The request is on file with Historic District Commission records. II. REGULAR MEETING A. Without cause for hearing, there was no discussion or vote on COA #277 B. The minutes of the April meeting were approved. C. Chairman’s Report Chairman Edgar reported on the progress of the public meeting scheduled for May 26. William Champagne of the Norwich Historical Society will act as host. Mary Dunne and Gregory Farmer with the Connecticut Trust for Historic Preservation will both be in attendance. Desiree Champagne coordinated efforts with Miranda Creative on the direct mail project. Postcards have been sent inviting all property owners in the two historic districts to the public meeting. May 20 2010.doc  Commission members Edgar, Loewenstein and O’Neil attended the Connecticut Circuit Rider Program meeting on Managing Local Historic Districts and Local Historic Properties in Windham on April 26. The program is a joint effort of the Connecticut Trust for Historic Preservation, the National Trust for Historic Preservation and the Connecticut Commission on Culture and Tourism. The Handbook for Historic District Commissions was distributed. The handbook is a comprehensive resource which will be made available to all commission members. D. Old Business Ms Muccilli’s work with the Assessor’s Office was very successful. Properties that are located within the city’s historic districts are now clearly identified on the assessor’s forms. A letter of appreciation was sent to Donna Ralston, Norwich Assessor. Historic District Commission information has been updated on the Norwich website at http://norwichct.org/ and is found at the Resident Information tab under Boards, Committees and Commissions. Dr. Richard Crootof continues to work on photographing historic district properties. Efforts are underway to develop a venue for public access to the photographic inventory of HDC properties. E. New Business The commission received a notice sent by Rabbi Charles Arian, Chairman of the Ethics Commission of the City of Norwich to all boards, agencies, authorities and commissions in the city. A copy of the current Code of Ethics for the City of Norwich was included. The document has been filed with HDC documents. The commission will continue to operate under Code of Ethics guidelines.
