HISTORIC DISTRICT COMMISSION, NORWICH, CONNECTICUT 21 October 2010 The regular meeting off the Norwich Historic District Commission was held on 21 October 2010 in Room 319, Norwich City Hall at 5 p.m. Members Present: Malcolm Edgar, Chairman Gideon Loewenstein Pam Muccilli Cort Murphy Nancy O’Neil Members Absent: Desiree Champagne Judith Hamblen Marco Middleton The public hearing was convened at 5:02. I. HEARING – COA # 281 Sheryl Middleton 380 Washington Street Replacement of roof Mr. George Doubleday represented the contractor for Sheryl Middleton regarding the replacement of cedar shingle roofing at 380 Washington Street with the same material. COA # 282 Society of the Founders of Norwich 2 Town Street Extensive preservation and restoration Mr. Ralph Learned represented the Society of Founders of Norwich. He presented photos and architectural drawings of the planned restoration of the structure at 2 Town Street. This project was approved in 2001 (Ref. COA #205) but was not acted on because of lack of funds. Restoration will include removal of porch stairway and replacement of second story doorway with a six-over-six window system on the south side; a new entrance into the basement level from the parking lot on the west side; a new stair system from the parking lot to a small first floor addition with a doorway entrance to the rear of the first floor on the north side. October 21 2010.doc  COA # 283 Scott Learned 26 Scotland Road Reconstruction of west side of building Mr. Scott Learned presented plans and photos of his home on 26 Scotland Road Three sides of this structure have been restored as approved by previous COAs. The remaining rear (west) side restoration is not visible from the public way, but is being processed at the request of the building official. All architectural details of this project are consistent with the work already completed. II. REGULAR MEETING A. The regular meeting convened following the COA presentations. Vote on Certificate of Appropriateness # 281 The certificate was approved by unanimous vote. Vote on Certificate of Appropriateness #282 The certificate was approved by unanimous vote. Vote on Certificate of Appropriateness #283 The certificate was approved by unanimous vote. B. Minutes The minutes of the September meeting were approved as presented by unanimous vote. C. Chairman’s Report Chairman Edgar described the procedures for adding a new member to the Commission. He explained that a letter of recommendation from the chairman to the mayor is required. An application must also be completed by the proposed candidate and forwarded to the mayor. The application can be downloaded from the city web site [www.norwichct.org – Resident Information – Boards, Committees and Commissions – Volunteers Wanted]. All the requisite information regarding Rob Champagne is in the mayor’s possession. His appointment to the Historic District Commission awaits action at the next meeting of the city council. D. Old Business Preservation Awards October 21 2010.doc  Six property owners were selected for receipt of the 2010 Preservation Award. They were elected by majority vote from a pool of twelve candidates. The recipients from the two historic districts for the awards are: 67 East Town Street Christopher and Paula Bell 407 Washington Street James Quarto and Allison Straub 7 Harland Road Patricia Steadman The three winning candidates for properties not located within the historic districts are: 55 Williams Street Robert W. Flanagan, Jr. and Andrea Wiley 23 Spaulding Street James and Alita Miller 227 Broadway Thomas W. Bosworth E. New Business There was no new business to come before the commission. F.
