HISTORIC DISTRICT COMMISSION, NORWICH, CONNECTICUT 21 April 2011 The regular meeting off the Norwich Historic District Commission was held on 21 April, 2011 in Room 319, Norwich City Hall at 5 p.m. Members Present: Malcolm Edgar, Chairman Robert Champagne Gideon Loewenstein Marco Middleton Nancy O’Neil Absent: Judith Hamblen Pam Muccilli Cort Murphy Other Attendees: Jennifer and Gregory Johnson re. COA # 286 Maloyid Perkins re. COA # 285 The public hearing was convened at 5:00. I. HEARING – COA # 284 Gregory and Jennifer Johnson 16 Elm Avenue Replacement of windows The project involves removal of the existing shed in the rear of the lot and replacement with an open, roofed pavilion plus a storage shed. Appropriate written description, drawings and elevations were included with the application. COA # 284 Joao Pontes 174 Broadway Window replacement Maloyid Perkins, as contractor, represented Mr. Pontes. The project as presented was to replace the ten window systems on the front (east) side of the house with JELD-WENTM windows. These are double-hung, wooden sashes, thermal panes, and true dividers. However, it was brought to our attention before this hearing that Mr. Pontes had been given a building permit, and that the April 21 2011.doc windows were already installed. In addition, the windows throughout the house have been replaced. The window units also were delivered with n exterior screen which is vinyl edged. The public hearing was adjourned at 5:15 p.m. II. REGULAR MEETING A. The regular meeting convened following the COA presentation. a. Vote on Certificate of Appropriateness # 286 On motion made by G. Loewenstien and seconded by M. Middleton, the certificate was approved by unanimous vote. b. Vote on Certificate of Appropriateness #265 After lengthy discussion regarding COA # 285, it was voted unanimously on motion made by M. Middleton and seconded by G. Loewenstein to table this application until the next meeting. Edgar and Loewenstein will meet with Mr. Troeger, Building Official to discuss the premature issuing of the building permit. The chairman will meet with Mr. Perkins at 174 Broadway to make sure the windows installed are as described in the JELD-WEN brochure. All members of the Commissions are requested to visit the site prior to the next meeting so an informed discussion can take place. B. Minutes The minutes of the March 24, 2011 meeting were approved as presented by unanimous vote. C. Chairman’s Report Chairman Edgar again requested that any correspondence regarding attendance at commission meetings be addressed directly to the chairman by phone or email, not to the secretary. Edgar reported a visit to 181 Broadway to view a detached garage, severely harmed by the snow and ice of the past winter, in need of a new roof,. The owner, Mr. Li, plans replacement in kind including asphalt shingles. This project does not require processing of a COA and was approved. April 21 2011.doc D. Old Business There was no old business to come before the commission. E. New Business There was no new business to come before the meeting. F. Adjournment Sent via email 4-13-11 HISTORIC DISTRICT COMMISSION, NORWICH, CONNECTICUT 24 March 2011 The regular meeting off the Norwich Historic District Commission was held on 24 March 2011 in Room 319, Norwich City Hall at 5 p.m. Members Present: Malcolm Edgar, Chairman Robert Champagne Judith Hamblen Gideon Loewenstein Marco Middleton Pam Muccilli Cort Murphy Absent: Nancy O’Neil REGULAR MEETING A. Minutes On motion made by G. Loewenstein and seconded by M. Middleton, the minutes of the February meeting were approved as presented by unanimous vote. B. Chairman’s Report Chairman Edgar, in response to query by Mr. Middleton updated the group on the efforts of the area historical organizations. Bill Champagne has continued to promote the work of Norwich Historical Society. Edgar referenced the Connecticut Preservation News as an excellent resource for opportunities for commission members and encouraged them to participate in any projects of particular interest. Edgar reviewed the provisions of the Community Investment Act (CIA). It has been cited as an important resource by the Connecticut Commission on Culture and Tourism, a recipient of CIA funding to promote historic preservation activities. Through the CIA, funding is also available to municipalities. C. Old Business There was no old business to come before the commission. Sent via email 4-13-11 D.
