HISTORIC DISTRICT COMMISSION, NORWICH, CONNECTICUT 19 April 2012 The regular meeting off the Norwich Historic District Commission was held on 19 April 2012 in Room 210, Norwich City Hall at 5 p.m. Members Present: Malcolm Edgar, Chairman Judith Hamblen Gideon Loewenstein Pam Muccilli Cort Murphy Nancy O’Neil Absent: Robert Champagne Marco Middleton Other Attendees: Mr. and Mrs. Patrick Lafayette The public hearing was convened at 5:00. I. HEARING – COA # 294 Patrick Lafayette 48 East Town Street Conversion of screened porch to interior room Mr. Lafayette presented his application for COA #294, a project to convert an existing screened porch on the east side of the structure to an interior room. One-over-one Anderson window systems are to be used. The windows have essentially identical measurements as the screens and the other windows in the house. The application included photos and the manufacturer’s description of the window systems. II. REGULAR MEETING A. The regular meeting convened at 5:12 p.m. Following brief discussion of the application, the motion to approve COA # 294 was approved by unanimous vote. B. Minutes The minutes of the March 2012 meeting were approved as presented by unanimous vote. April 19 2012.doc C. Chairman’s Report Chairman Edgar advised the commission that the Connecticut State Preservation Office, previously a part of the Connecticut Commission on Culture and Tourism, has merged with the Department of Economic and Community Development. The transition became effective on July 1, 2011. Their address, One Constitution Avenue, Hartford as well as phone and fax numbers have remained unchanged. Edgar noted that Greg Boyd and Jessica Heffernan contacted him regarding their wish to reroof their home at 374 Washington Street. They plan to replace asphalt shingles with architectural shingles. In keeping with our past decisions, approval was granted for this project. In response to a number of questions and discussions that have arisen during commission meetings, Edgar referred the group to The Handbook for Historic District Commissions in Connecticut. He noted that enlarging an historic district by adding adjacent properties is addressed on p. 109. On another issue, there is no provision in the enabling legislation to address the possibility of a property, once included within an historic district, wishing to be excluded from that district. (ref. p. 109) Finally, a request for demolition requires a COA. (ref. p. 104.) A ninety day delay may be requested by the historic district commission, but this does not place any burden on the property owners. D. Old Business There was no old business to come before the commission. E. New Business There was no new business to come before the commission. F.
