HISTORIC DISTRICT COMMISSION, NORWICH, CONNECTICUT 15 November 2012 The regular meeting of the Norwich Historic District Commission was held on 15 November 2012 in Room 319, Norwich City Hall at 5:00 p.m. Members Present: Malcolm Edgar, Chairman Judith Hamblen Gideon Loewenstein Marco Middleton Cort Murphy Pam Muccilli Nancy O’Neil Absent: Robert Champagne Also in Attendance: Marcus Keilch – Roofing contractor I. HEARING – COA # 296 Nancy M. O’Neil and Donald R. Beebe 335 Washington Street Replacement of existing roof with metal roof COA # 297 Sheryl A. Springer and Marco Middleton 380 Washington Street Installation of storm door Mr. Middleton presented plans for the installation of a storm door on the east side of the apartment which is attached to the main house. The door would be similar to that on the main building and appropriate for an historic structure. Ms O’Neil asked that COA #296 be tabled until later in the meeting as she anticipated another representative for her presentation. II. REGULAR MEETING The regular meeting was convened at 5:12. Following brief discussion, on motion made and carried, COA # 297 was unanimously approved. A. Minutes The minutes of the October meeting were approved as presented by unanimous vote. B. Chairman’s Report Chairman Edgar reminded the group that the Preservations Awards will be presented at the November 19 meeting of the City Council, including a power point presentation. Sent via email 11-7-12 Mr. Middleton has submitted his resignation from the commission. The group was asked for nominees to fill the vacated seat. Edgar had been contacted by Mike Brown, contractor for roof replacement at 130 Union Street. As the new roof will be architectural shingles, no COA is required. The commission budget must be submitted in early December. He advised that there may be an increase due to a greater cost for the Preservation Award plaques. C. Old Business As requested in the approval of COA #295, Cort Murphy contacted Chairman Edgar following the meeting of October 19, advising agreement to all stipulations. D. New Business There was no new business to come before the meeting. Public Hearing – Reconvened COA # 296 Nancy M. O’Neil and Donald R. Beebe The public hearing reconvened at 5:45. Ms O’Neil and Mr. Keilch provided samples of the proposed metal roof and photographs of homes with roofs installed. The group debated pros and cons of metal roofing as an acceptable option for historic structures. Regular Meeting – Reconvened The regular meeting was reconvened at 5:45. On motion made by P. Muccili and seconded by J. Hamblen, COA # 296 was approved, stipulating the selected roof should have a flat finish in a gray tone to compliment the house color and structure. Voting in favor were Hamblen, Loewenstein and Edgar. Mssrs. Murphy and Middleton opposed, based on concerns about appearance of metal roofs, appropriateness in historic districts and precedent being set. Ms O’Neil abstained. E.
