HISTORIC DISTRICT COMMISSION, NORWICH, CONNECTICUT 21 February 2013 The regular meeting of the Norwich Historic District Commission was held on 21 February 2013 in Room 230, Norwich City Hall at 5:05 p.m. Members Present: Gideon Loewenstein, Chairman Robert Champagne Malcolm Edgar, Judy Hamblen Pamela Muccilli Cort Murphy Nancy O’Neil Absent: Scott Learned I. Public Hearing COA # 298 Bank of America 20 Harland Road Roof Replacement The contractor presenting the proposed project for Bank of America failed to appear. The Public hearing was adjourned and the Regular Meeting was called to order at 5:15. II. Regular Meeting A. Minutes Following a review of the officer appointments recorded, the minutes of the January meeting were approved by unanimous vote endorsing amendments to the slate of officers. B. Chairman’s Report Absent any matters of import to present to the commission, there was no formal report from the chairman. C. Old Business Ms Muccilli advised that the Norwich CT website has incorrect information about the members of the commission. The matter will be addressed through the Mayor’s Office. Loewenstein initiated a discussion regarding the guidelines for Certificates of Appropriateness. The work approved by a COA must be started within six months. Should no work commence by that time, the applicant must submit a new COA. February 21 2013  The commission may extend a COA if the reason for the delay is unavoidable. In that case, the applicant can request an extension. Ms O’Neill provided an update on the roof work approved in COA #296. The weather has prevented any progress, but she anticipates that the project will be underway within the terms of the COA. D. New Business There was no new business to come before the commission. E.
