HISTORIC DISTRICT COMMISSION, NORWICH, CONNECTICUT 16 May 2013 The regular meeting of the Norwich Historic District Commission was held on 16 May 2013 in Room 319, Norwich City Hall at 5:04 p.m. Members Present: Malcolm Edgar, Acting Chairman Robert Champagne Judith Hamblen Scott Learned Cort Murphy Absent: Gideon Loewenstein Pamela Muccilli Nancy O’Neil Also in Attendance: Joanne Philbrick REGULAR MEETING Prior to the regular meeting, Dr. Edgar introduced Ms Philbrick to the group. She attended the meeting to express gratitude for the commission’s support with COA #299 for chimney replacement on a house built in 1734. She invited members to visit the site. A. Minutes On motion made by Mr. Murphy, seconded by Ms Hamblen, the minutes of the April meeting were approved as presented by unanimous vote. B. Chairman’s Report As Chairman Loewenstein was not able to attend the meeting, there was no report. C. Old Business Edgar advised that a dumpster is now in place at 20 Harland Road. There seems to be progress on the roof replacement project approved with COA #298. May 16, 2013  Revisiting the approval of COA #300 for restoration and trim on property at 3 Crossway Street, Dr. Edgar asked that it be recorded that Ms Muccilli agreed that, if columns required replacement at the front of the house, the new columns or repair would be of wood construction. Acting on a recommendation by Dale Plummer, the Historic District Commission will request, from the City Building Official, a copy of any demolition orders being issued for properties within the historic districts. Representatives for COA # 301, posted for the April meeting never completed required procedures. Therefore the application has been withdrawn and #301 will remain available. D. New Business Mr. Murphy reported that two skylights had been installed the previous week in the house at 25 Huntington Place. It is work that requires a building permit and approval by the commission. Building Official Troeger will be notified. Murphy said a fence had been erected at 25 Huntington Place, apparently without a permit E. Adjournment The meeting was adjourned at 5:25 p.m. Respectfully submitted, Malcolm S.
