HISTORIC DISTRICT COMMISSION, NORWICH, CONNECTICUT Minutes of July 23, 2014 Special Meeting A Special Meeting of the Historic District Commission was held on July 23, 2014 at 26 Scotland Rd, Norwich CT at 5:15 P.M. Members Present: Gideon Loewenstein, Chairman Tim Dowhan Pamela Muccilli Nancy O’Neil Scott Learned Members Absent: Judith Hamblen Also Attending: COA applicant Frank Cathcart I. Public Hearing: The Public Hearing convened at 5:20 pm. COA # 316 Frank Cathcart 3 Huntington Place Replacement of chain-link fence with a wooden fence Mr. Cathcart explained that he is representing the property owner, his aunt, Gloria Gates. He presented a sketch and photos to the Commission depicting his plans for the construction of the new fence which have a design compatible with the building. The fence will be constructed of wood, most likely cedar, and will be painted/stained white to match the house and neighboring houses. It will replace an existing chain-link fence, will be six feet high and extend 42 feet across the entire rear of the property. This fence will provide privacy from the abutting apartment building parking lot. COA # 315 C. Scott Learned 26 Scotland Rd Reconstruction of skylights Mr. Learned’s COA request is for replacement of two existing skylights with egress roof windows in order to meet code retirements to create two bedrooms in an attic area. He presented a sketch comparing the existing skylights with the larger roof egress windows. The Velux windows meet the unobstructed area requirements. The Public Hearing concluded at 5:45pm. II. Special Meeting: The special meeting convened at 5:45pm  Action on COAs: COA 315: On motion made by Muccilli and seconded by O’Neil, COA # 315 was approved by the commission with member, Scott Learned abstaining. COA 316: On motion made by Learned and seconded by Muccilli, COA 316 was unanimously approved. Adjournment: The meeting was adjourned at 6:00pm on a motion by Muccilli and seconded by O’Neil.
