Minutes of September 16, 2015 Meeting
The regular meeting of the Historic District Commission was held on September 16, 2015 in
Room 319, Norwich City Hall at 5:30 P.M.
Members Present:
Judith Hamblen, Chairman
Nancy O’Neil
Timothy Dowhan
Richard Guidebeck
Pamela Muccilli
Members Absent:
Christie Gilluly
Scott Learned
Also Attending: Norwich Historical Society Consultant Regan Miner, NHS President Bill
Champagne, NCDC and NHS’s Jason Vincent, Melanie Loewenstein, Gideon Loewenstein and
Damien Cregeau.
I. Public Hearing:
The Public Hearing convened at 5:30 pm.
COA #334 Norwich Historical Society
69 East Town Street
Install interpretive and way finding historical signs
in specific places in the Historic District.
Bill Champagne, Jason Vincent and Regan Miner presented the NHS application to
install interpretive and wayfinding signs in the Norwichtown Historic District as part
of the Norwich Walks campaign. The signs will be located at Leffingwell House
Museum, Lathrop Manor, the Norwichtown Green and Old Cemetery Lane. Mr.
Vincent provided additional information that the wayfinding signs will not exceed 8 ½
x 11 and the trailhead will not exceed 11 x 17. The interpretive signs will be 15 x 30 and
30 x 36 and be made of custom high-pressure laminate and anodized aluminum.
The public hearing concluded at 6:13 pm.
II. Regular Meeting:
The regular meeting convened at 6:15pm.
A. Action on COA Applications:
1. COA #334: There was a motion to accept COA #334 as presented with a 45 degree
anodized aluminum sign stand with measurements as presented. The wayfinding signs
are not to exceed 8 ½ x 11 and the trailheads are not to exceed 11 x 17. Information re
the definition of basic or deluxe signs will be presented by Regan Miner to Chairperson
Judy Hamblen who will decide if the budget will allow for basic or deluxe signs.
Pamela Muccilli made the motion, was seconded by Nancy O’Neil and unanimously
approved.
B.Minutes:
On motion made by Nancy O’Neil and seconded by Tim Dowhan, the minutes of the
meeting of August 19, 2015 were approved. Pamela Muccilli abstained.
C. Old Business:
1) New chair person and new recording secretary
2) Damien Cregeau was asked to be an alternate member. Judy Hamblen will submit
his name to the Mayor and City Council.
D. New Business:
1) 1) 421 Washington Street wants to repair shingles on the house with the same type
and materials of. Chairman approved.
2) Judy Hamblen asked Commission to view a photo of proposed gates for her
stonewall. Ask for objections, none were voiced. She will complete a COA.
3) Tim Dowhan said UCFS 34 East Town Street blacktopped their driveway, which
was replaced with like material and therefore, did not need a COA.
4) Gideon Loewenstein reported that Mrs. Pereira of 193 Broadway COA 330 had
called after receiving the denial for the COA. His return call to her has gone
unanswered.
5) Mr. Loewenstein was asked by Jim Troeger if Dr. Shillings former house at 270
Broadway is on the National Historic Register, He gave Jim Troeger a phone contact
at the CT State Office to verify its status.. Bill Champagne said it is in the Chelsea
Parade National Historic Register.
E. Chairman’s Report:
None.
F. Next Meeting:
The next regularly scheduled meeting is October 21, 2015 at 5:30 pm
G. Adjournment:
On motion by Tim Dowhan, seconded by Pamula Muccilli the meeting adjourned at
6:46 pm.
