HISTORIC DISTRICT COMMISSION, NORWICH, CONNECTICUT Minutes of November 18, 2015 Meeting The regular meeting of the Historic District Commission was held on November 18, 2015 in Room 319, Norwich City Hall at 5:30 P.M. Members Present: Judith Hamblen, Chairman Nancy O’Neil Timothy Dowhan Pamela Muccilli Scott Learned Members Absent: Christie Giulluly Richard Guidebeck I. Public Hearing: The Public Hearing convened at 5:36 pm. COA #335 Judy Hamblen Gate in Stone wall The public hearing concluded at 5:42 pm. II. Regular Meeting: The regular meeting convened at 5:42pm. A. Action on COA Applications: 1. COA #335: Approve as accepted B.Minutes: On motion made by Pamela and seconded by Tim Dowhan, the minutes of the meeting of September 16, 2015 were approved. Scott Learned abstained. C. Old Business: 1) New chair person and new recording secretary 2) Elections in December D. New Business: 1) Christie Giulluly resigned – Commission accepts resignation 2) Damien Cregeau will be asked to be an alternate  – Judy Hamblen will move process forward and will verify Damien’s availability 3) Act on the candidates for the Preservation Award plaques - 62 Mohegan, 95 Sachem Scott Learned motions to approve selection, Tim Dowhan seconded, unanimously approved - Promote award program  Approved the regular meeting schedule for 2016  Propose a slate of officers for a vote in December - Scott Learned nominated as Vice President - Pamela Muccilli made a motion, Nancy O’Neil seconded, unanimously approved, Scott Learned abstained E. Chairman’s Report: 1) Peter Davis, Director of Planning and Zoning, approved windows not in compliance with HDC guidelines at 33 Huntington Place. Scott Leaned will call Jim Troeger. Judy Hamblen will meet with City Attorney Michael Driscoll for clarification on issue. 2) Edit COA form – add address of where to mail COA, add multiple points of contact and email addresses. Will work on next meeting. F. Next Meeting: The next regular scheduled meeting is December 16, 2015 at 5:30 pm G.
