HISTORIC DISTRICT COMMISSION, NORWICH, CONNECTICUT Minutes of October 19, 2016 Meeting The special meeting of the Historic District Commission was held on October 19, 2016 in Room 319, Norwich City Hall at 5:30 P.M. Members Present: Scott Learned, Chairman Richard Guidebeck Timothy Dowhan Pamela Muccilli Nancy O’Neil Members Absent: Judy Hamblen (excused) I. Public Hearing: COA 345 428 Washington Street – replace gutters COA 346 170 Broadway – Roof shingle replacement COA 347 13 Harland Road – repaint outside of house, roof returns need to be repaired II. Regular Meeting: The Regular Meeting convened at 5:51pm A. Action on COAs: COA 345 – 428 Washington Street – Gutters only, slighlty larger size The committee recommended soffet and facia as needed. Pamela Muccilli made a motion to approve the COA as presented. Tim Dowhan Seconded. Unanimously approved. COA 346 - 170 Broadway – replacing shingles on garage Richard Guidebeck made a motion to approve the COA, but with stipulation to replace all shingles on pitched roof. Nancy O’Neil seconded. Unanimous approved. COA 447 – 13 Harland Road - repaint outside of house, roof returns need to be repaired Recommendation: paint the house one color. Any damaged siding should be replaced with like material.  Pamela Muccilli made a motion to approve the COA as presented for the roof returns with the stipulation that materials be consisdent with the age of the home (i.e. wood) and any repairs be done in the presently exisiting style. In addition, the commission recommneds that the body of the house be painted as a single color, such as the current blue color. Tim Downhan seconded. Unanimous approved. B. Minutes: Nancy O’Neil made motion to accept the September 21, 2016 Meeting Minutes. Pamela Muccilli seconded. Unanimously approved. C. Chairman’s Report: - Chairman will write letter in regards to awards program for commission members to review. - Building Department was pleased with the commission’s plans to send out two letters a year. - Update on Alternate position: option for HDC Recording Secretary Regan Miner to become Alternate and Damien Cregeau become Recording Secretary. Damien Cregeau originally applied to be an alternate, but he is an elector in Wethersfield, CT so he is ineligible despite the fact that he owns property in Norwich. Regan Miner is an elector of Norwich and could become an alternate. - There was a discussion to move Richard Guidebeck to a full position and move Judy Hamblen to an alternate position. The Commission is looking for more representation from the Little Plains Historic District. D. Old Business: - Resident Robert Allen of 8 Town Street came to discuss backyard fence because his previous COA for which the fence with steel pole rail was considered was rejected. - The Commission would recommend using a coated galvanized cable as opposed to an iron pipe. - Based on code requirements and owner prefers not to duplicate fencing in front of house. Commission Chairman would be willing to accept stainless steel cabling - Pamela Muccilli made a motion to revisit COA 338 and citing code, sighting and safety requirements for specific COA 338, the commission should approve COA 338 to consist of fencing cedar wood post with caps and top and bottom rail and grade 316 stainless steel cabling. Nancy O’Neil seconded. Unanimously approved. E. New Business: - Resident Robert Allen had a question about Mitsubishi mini duct split systems. Chairman Scott Learned recommended resident come to his office for assistance. F. Next Meeting:  Novmeber 16, 2016 5:30pm F.
