NORWICH HISTORIC DISTRICT COMMISSION Minutes Wednesday, August 16, 2017, 5:30 PM City Hall Room 319 Members Present: Richard Guidebeck Scott Learned (Chairman) Regan Miner Members Absent: Nancy O’Neil (excused) Timothy Dowhan (excused) Guests: Louise Leake, Joanne Philbrick, Angela Hernandez, Damien Cregeau, and Madlyn Easley I. Public Hearing called to order 5:35pm COA 352 - 81 Union Street, Sue Caplet, Sarah Scepanski COA 353- 17 Huntington Lane, Gen Bergendahl, Sarah Scepanski COA 354- 348 Washington Street, Society of the Founders, Richard Guidebeck COA 355- 26 Scotland Road, Scott Learned COA 356- 8 Mediterranean Lane, Christopher Bacotti COA 357 - 170 Broadway, Christian Decarlo II. Regular Meeting Opened at 6:34pm A. Action on COA’s 81 Union Street, Sue Caplet, Sarah Scepanski Scott Learned asked for a motion to accept application as presented. Richard Guidebeck seconded. Application unanimously approved. 17 Huntington Lane, Gen Bergendahl, Sarah Scepanski The appliant said there were two options regarding the small barn on the property. The Commission voted on both options. NORWICH HISTORIC DISTRICT COMMISSION Richard Guidebeck made a motion to accept the application with replaced shingles. Regan Miner seconded. Application unanimously approved. In the event the owner wished to demolish the barn structure, Richard Guidebeck made a motion to accept the application as suggested. Regan Miner seconded. The application unanimously approved. COA 354 348 Washington Street, Society of the Founders, Richard Guidebeck Richard Guidedbeck recused himself from the applicaton. COA postponed until future meeting. COA 355 26 Scotland Road, Scott Learned Scott Learned recused himself from the vote. COA postponed until future meeting. COA 356 8 Mediterranean Lane, Christopher Bacotti Extensive discussion involving the inappropiate nature of Mr. Bacotti replacing his roof without receiving prior approval from the Historic District Commission. Richard Guidebeck made a motion to accept the application as presented. Regan Miner seconded. Application unanimously approved. COA 357 170 Broadway, Christian Decarlo Richard Guidebeck made a motion to approve the application with the stipulation the work is done consistently and uniformially around the house. Regan Miner seconded. Application unanimously approved. B. Approval of Minutes of the March 2017 meeting Note: that there was no meeting in April, June or July. A meeting was scheduled for May, but we did not have quorum. Regan Miner made a motion to accept the March meeting minutes as presented. Richard Guidebeck seconded. Meeting minutes unanimously approved. C. Chairman’s Report No report given D. Old Business Waiting for status on Nancy O’Neil’s interview Regan Miner application to Commissioner from Alternate The Commission still needs to find a Recording Secretary; Betsy Barrett gave the Chairman a potential candidate NORWICH HISTORIC DISTRICT COMMISSION Discussion on future meeting date tabled for now Discussion on how to update the Commission’s City website listing E. New Business Joanne Philbrick discussed change-zoning ordinance in neighborhood commercial district to facilitate the construction of a Burger King on Town Street and a 24-hr drive through Residents present discussed a myriad of concerns about the proposed development on Town Street Discussion of Commission’s involvement in the proposed development on Town Street F. Next Meeting Date Due to scheduling issues, the Chairman will circulate potential meeting dates in September G. Adjournment Regan Miner made a motion to adjourn the meeting. Richard Guidebeck seconded the motion. The motion was unanimous and the commission adjourned at 7:00pm.
