Approved NORWICH HISTORIC DISTRICT COMMISSION Minutes of the January 16, 2018 Meeting _______________________________________________________ The regular meeting of the Historic District Commission was held Tuesday January 16, 2018 at 5:30 pm in City Hall Room 319. Members Present: Richard Guidebeck Regan Miner (Acting Chairman) Nancy O’Neil Timothy Dowhan Members Absent: Louise Leake (excused) Scott Learned (Chairman) Guests: Nicole Coughlin, Damien Cregaeu I. Regular Meeting Regular meeting convened at 5:33 pm A. Minutes of the November 20, 2017 Regular Meeting Timothy Dowhan made a motion to accept minutes as presented. Richard Guidebeck seconded. The motion was unanimously approved. B. Chairman’s Report No Chairman’s Report C. Old Business Further discussion on Timothy Dowhan to apply as full commissioner to the Historic District Commission once the spot becomes available. Historic District Commission files to be stored in City Hall. Bob Allen was voted on as an alternate to the Historic District Commission. 8 Mediterranean Lane - There has been no further communication or updates with 8 Mediterra- nean Lane. - The second letter to the residency has not yet been sent. Discussion regarding contributing properties in the local historic district - When going through the list of potentially contributing properties in the local historic district, Regan Miner brought to attention a few discrepan- cies that could not be determined at the time. - The Historic District Commission advised the Chairman, Regan Miner, to report the current list of potential properties in the local historic district and allow for future additions to the list. Approved - There was a motion by Timothy Dowhan to provide the list inclusive of any conflicting or uncertain properties to the City of Norwich as an initial re- sponse to the request of the list by the City and to reserve the right to in- vestigate further and make necessary changes to the list. Nancy O’Neil se- conded this motion. The motion was unanimously approved. E. New Business Holiday Decorations in the Historic District -Responding to oral and written complaints about non historic holiday decorations at 4 Elm Ave, Regan Miner and Scott Learned wrote a friendly letter reminding the residency of the historic nature of the historic district and that the holiday decorations were not in compliance with the time the house was built. -A brief letter was drafted by Regan Miner to pleasantly remind those in the historic district to only use decorations that would have been seen in the time period that the houses were built to stay true to their nature. -The letter will be continued to be worked on. Advocacy Initiatives - Regan Miner presented the idea of holding workshops for residents in the local historic district to provide resources such as contractors, supplies, and suppliers to better uphold the nature of the historic buildings in the district. Plan and Conservation Development -Regan Miner attended a meeting of Plan and Conservation Development for the City of Norwich. -Actions items presented at the meeting for the Historic District Commission were as follows: To continue to protect and preserve historic resources To continue the support the efforts of private groups and “sensitive owners To maintain designation as a certified local government F.
