Approved NORWICH HISTORIC DISTRICT COMMISSION Minutes of the April 16, 2018 Meeting _______________________________________________________ The regular meeting of the Historic District Commission was held Monday April 16, 2018 at 5:30 pm in City Hall Room 319. Members Present: Scott Learned (Chairman) Regan Miner (Vice Chairman) Richard Guidebeck Nancy O’Neil Members Absent: Tim Dowhan Bob Allen Guests: Nicole Coughlin, Cam Farlow, Greg Farlow, John Gaehring, Samantha Hart I. Public Meeting Public meeting convened at 5:34 pm A. COA 362- 348 Washington Street B. COA 363- 348 Washington Street C. COA- 364- 348 Washington Street D. Residents John Gaehring and Samantha Hart asked questions about replacing windows and were advised to fill out a COA for further discussion II. Regular Meeting Regular meeting convened at 5:50 pm A. Action on COAs COA 362- 348 Washington Street, Greg and Cam Farlow Regan Miner made a motion to accept as presented in the application (to replace wood and metal storms on the north and west side of the building). Nancy O’ Neil seconded the motion. Richard Guidebeck opened discussion about the specifics of the replace- ment, such as suggesting not to use aluminum but to offer another solution. Scott Learned moved to amend the motion to approve the COA with specific descriptive re- quirements. Nancy O’ Neil seconded the motion. The motion was unanimously approved. COA 363- 348 Washington Street, Greg and Cam Farlow Richard Guidebeck made a motion to accept as presented in the application (to restore the working chimney on the building). Nancy O’Neil seconded the motion. Richard Approved Guidebeck moved to amend the motion to include that the Historic District Commission requires the chimney be restored by a masonry specialist with colonial work experience. Nancy seconded this motion. The motion was unanimously approved. COA 364- 348 Washington Street, Greg and Cam Farlow Regan Miner made a motion to accept the application as presented (to extend the me- morial walkway leading into the building from the parking lot). Nancy O’ Neil seconded the motion. Regan Miner abstained her vote. Scott Learned, Nancy O’ Neil and Richard Guidebeck voted in favor of accepting the application. The motion carried. B. Chairman’s Report No Chairman’s Report C. Minutes of the March 19, 2018 Meeting - Nancy O’Neil made a motion to accept the minutes of the March Meeting. Regan Miner seconded the motion. The minutes of the March meeting were unanimously ac- cepted. D. Old Business 8 Mediterranean Lane - A commercial address in New York was found for the owner; however, no residential address was found. An updated letter will be sent to the address by both regular and certified mail to ensure it is received. Discussion regarding contributing properties in the local historic district -Scott Learned and Regan Miner will meet to determine the final list of properties based of off the original Historic District applications and maps. E. New Business Resident Letters - The Commission discussed asking the City of Norwich to help with stuffing envelopes and discussed the idea of “going paperless”. F. Adjournment -Scott Learned made a motion to adjourn. Nancy O’ Neil seconded the motion. The motion was unanimously approved. The Regular meeting adjourned at 6:34 pm.
