Minutes of the June 6, 2018 Meeting

The special meeting of the Historic District Commission was held Monday June 6, 2018
at 3:00 pm in City Hall Room 319.
Members Present:
Scott Learned (Chairman)
Regan Miner (Vice Chairman)

I. Public Meeting
Public meeting convened at 3:18 pm
A. COA 365- 193 Broadway
B. COA 366- 30 Huntington Place
C. COA 367- 193 Broadway
II. Special Meeting
Special meeting convened at 3:40 pm
A. Action on COAs
COA 365 - 193 Broadway
Tim Dowhan made a motion to accept the COA as presented
with stipulation that the hardware on the fence be period
appropriate hardware, and arborvitae around the fence. Regan Miner
seconded the motion. The motion was unanimously approved.

COA 366 - 30 Huntington Place
Regan Miner made a motion to table the COA to request additional
information from the applicant including images of the existing
windows, images of the windows that would be replacing the existing
windows, and identification of where the new windows will go individually
by location. Tim Dowhan seconded the motion. The motion was
unanimously approved.
COA 367- 193 Broadway
Regan Miner made a motion to accept the COA as presented.
Tim Dowhan seconded the motion. The motion was unanimously
approved.
B. Old Business
Letter to residents in the Historic District
-Based on feedback from the previous mailing to residents, the
commission will send out a letter clarifying specific concerns and
include updated information.
- It was suggested by Scott Learned to eliminate information in
regards to blight offenses as the blight officer of Norwich will
handle these issues from residents.
-It was suggested by the Commission to include vendors, contractors, and
products approved for work within the Historic District to uphold
the historic integrity of the homes within the perimeter.
-Regan Miner informed the Commission that the website had different
information than what was sent out to residents in the letter.
Regan Miner stated she would be in contact
with the City of Norwich to resolve the issue.
- The Commission agreed the document should be clear and simple with
easy to follow references and definitions.
- The Commission agreed all emails will be addressed to the Commissions
own email, monitored by Nicole Coughlin.
- The Commission suggested Regan Miner and Scott Learned add
instructions on how to submit a COA in the letter to the residents.
C. Next Meeting Date
-The Commission agreed to cancel the June 18, 2018 Regular Meeting and
create a Special Meeting of the Historic District Commission on
Wednesday, July 18, 2018 at 5:30 in City Hall Room 319.

D. Adjournment
- Scott Learned made a motion to adjourn. Richard Guidebeck seconded
the motion. The motion was unanimously approved. The Special
meeting adjourned at 5:00 pm.
