Draft NORWICH HISTORIC DISTRICT COMMISSION Minutes of the October 17, 2018 Meeting _______________________________________________________ The regular meeting of the Historic District Commission was held Monday September 17, 2018 at 5:30pm in City Hall Room 319. Members Present: Scott Learned (Chairman) Regan Miner (Vice Chairman) Richard Guidebeck Tim Dowhan Nancy O’Neil Members Absent: Bob Allen Guests: Nicole Coughlin, Dayne Rugh, Chris and Greg Farlow, Don Armstrong I. Public Meeting Public meeting convened at 5:34 pm A. COA 363- 348 Washington Street (Chimney) B. COA 377- 69 E Town Street (Information Box) II. Regular Meeting Regular meeting convened at 5:54 pm A. Action on COAs 1. COA 363- 348 Washington Street (Chimney) Tim Dowhan made a motion to accept the COA as presented. Nancy O’Neil seconded the motion. Scott Learned added the COA would be allowed an extension of six months. Regan Miner and Scott Learned abstained their vote. Nancy O’ Neil, Tim Dowhan, and Richard Guidebeck voted in favor of the motion. The motion was approved. 2. COA 377- 69 E Town Street (Information Box) Nancy O’ Neil made a motion to accept the COA as presented. Richard Guidebeck seconded the motion. Regan Miner abstained her vote. Scott Learned, Richard Guidebeck, Nancy O’Neil, and Tim Dowhan voted in favor of the motion. The motion was unanimously approved. Draft B. Chairman’s Report No Chairman’s Report C. Minutes of the August 20, 2018 Meeting Regan Miner made a motion to accept the August Regular Meeting minutes as written, with clarification of the wording regarding the mailings for the Commission. Nancy O’Neil seconded the motion. The motion was unanimously approved. D. Old Business 1. Letter to Residents -Regan Miner updated the letter to reflect the suggestions of the Commission. - The Commission suggested to change wording to clarify the resident’s ability to express concerns. - The commission suggested to change the structure of the paragraphs to be more cohesive. E. New Business -Regan Miner addressed the Commission regarding the City Planner’s request to recommend possible future lighting in the historic district. -Richard Guidebeck made a motion to accept the Commission’s recommendation to the City of Norwich to install decorative street lighting featuring soft white LED down-lit lights and decorative arm brackets within the Historic Districts of Norwich. Tim Dowhan seconded the motion. The vote was unanimously approved. F. Adjournment -Scott Learned made a motion to adjourn. Richard Guidebeck seconded the motion. The motion was unanimously approved.
