NORWICH HISTORIC DISTRICT COMMISSION Minutes of the November 19, 2018 Regular Meeting The regular meeting of the Historic District Commission was held Monday November 19, 2018 at 5:30 pm in City Hall Room 319. Members Present: Scott Learned (Chairman) Regan Miner (Vice Chairman) Timothy Dowhan Nancy O’Neil Richard Guidebeck Members Absent: Robert Allen Guests: Nicole Coughlin I. Public Meeting The public meeting was convened at 5:34 pm • COA 380- 3 Huntington Place (Roof) Replacement of the entire roof of the home with asphalt shingle which is currently already used. The submitted application had only the back portion of the roof but was changed and initialed by the applicant to include the entire roof during the meeting. • COA 381 – 202 Broadway (Porch) No application was submitted to the commission for review. II. Regular Meeting The regular meeting was convened at 5:42 pm A. Minutes of the October Meeting Minutes • Needed corrections pointed out to minutes from the September 17, 2018 meeting. B. Chairman’s Report • In lieu of a chairman’s report the commission acted on the applications from the public meeting. o COA 380- 3 Huntington Place (Roof)  Tim Dowhan made a motion to accept the COA as presented with the modifications made during the meeting. Nancy O’Neil seconded the motion. The motion was unanimously approved. o COA 381- 202 Broadway (Porch) No application was submitted therefore the commission decided to table this COA. The COA number will be saved for this application so long as the application is received before the next meeting. C. Old Business - Scott Learned and Regan Miner announced they will be leaving the commission at the start of the New Year. Regan Miner expressed she had reached out to others who may be interested in applying for the commission but had not heard back. - The budget was submitted to the comptroller. The same was requested as in past years. - Regan Miner informed the commission of the possibility of seeking out funds from the State Historic Preservation Office. - 8 Mediterranean Lane - The commission expressed concern over pursuing legal action with this property without the backing of funds for the commission. D. Next Meeting - December 17, 2018 E. Adjournment - Scott Learned made a motion of adjourn the meeting. Tim Dowhan seconded the motion. The motion was unanimously approved.
