Draft NORWICH HISTORIC DISTRICT COMMISSION Minutes of the May 22, 2019 Special Meeting The special meeting of the Historic District Commission was held Wednesday May 22, 2019 at 5:30 pm in City Hall Room 319. Members Present: Regan Miner (Vice Chairman) Greg Johnson Richard Guidebeck Nancy O’Neil Members Absent: Scott Learned (Chairman) – excused Timothy Dowhan (Secretary) – excused I. Public Hearing COA 393 – 7 Huntington Place; Joseph Adams: (Windows) The homeowner informed the Commission of his desire to replace seven windows with Anderson Renewal windows. There will be grills between the glass and they will match the current 6 over 1 style windows in the house. The material of the window is wood fiber over polymer and the glass is clear. Currently, there are indow storm windows on the inside of the home. COA 394 – 371 Washington Street; Frank Novack (Fence) No applicant present. Public hearing closed at 6:05pm II. Regular Meeting A. Action on COA(s) COA 393 – 7 Huntington Place; Joseph Adams: (Windows) Richard Guidebeck made a motion to accept the COA as presented. Nancy O’Neil seconded the motion. The Anderson Renewal windows appear to be in keeping with the style and period of the house. The windows appear to be made of wood. The motion passed unanimously. COA 394 – 371 Washington Street; Frank Novack (Fence) Nancy O’Neil made a motion to approve the application as presented. The motion was seconded by Richard Guidebeck. The Commission will remind the applicant that a COA needs to be submitted prior to work beginning on the property. Motion passed unaninimously. Draft B. Approval of Minutes of the April 17, 2019 Regular Meeting Richard Guidebeck made a motion to approve the minutes as presented. Nancy O’Neil seconded the motion. Greg Johnson abstained since he was absent at the last meeting. The motion passed unanimously. C. Chairman‘s Report There was no Chairman’s Report D. Old Business There is still no news regarding our budget. Richard Guidebeck will send a copy of our budget request and a letter to Mayor Nystrom. Regan Miner received all the copies of the COAs the Commission gave to the City. E. New Business Regan Miner updated the Commission about upcoming educational and training opportunities for Historic District Commissions through the State Historic Preservation Office and CT Trust for Historic Preservation. F. Next Meeting Date June 19, 2019 5:30pm G. Adjournment Nancy O’Neil made the motion to adjourn and Richard Guidebeck seconded the motion. The motion passed unanimously.
