NORWICH HISTORIC DISTRICT COMMISSION
Minutes of the May 17, 2023 Regular Meeting
The regular meeting of the Historic District Commission was held Wednesday May 17,
2023 at 5:30 PM via Hybrid meeting in Room 319 of City Hall and via ZOOM.
Members Present:
Regan Miner (Acting Chairwoman)
Jacob Stahl
Gregory Farlow
Gregory Johnson
Nancy O’Neil
Members Absent: Timothy Dowhan and Dayne Rugh.
Guests: Elizabeth Tomko and Charles John Frick III.
Regan Miner reviewed the rules of a virtual meeting and clearly notified participants
that the meeting would be recorded.
I. Public Meeting
The public meeting was convened at 5:35 pm. The order of COA presentations and
discussions are at the discretion of the commission to accommodate all participants.
● COA 520 - 30 Huntington Lane (Elizabeth Tomko & Charles John Frick
III) - Reconstruction, Roofing
Charles John Frick III stated when they purchased their home in 2021
they knew the roof would need to be replaced. Charles John Frick III
stated they received quotes including one included in the COA and are not
able to use their preferred material due to the cost, but feel what is in the
COA is an appropriate alternative that is also used on another home in the
neighborhood. Charles John Frick III stated they would only be replacing
the roof on the home and not the barn. Jacob Stahl asked if the gutters
would remain the same. Elizabeth Tomko responded that would, as they
are not looking to replace anything other than the roof. Gregory Farlow
asked if the roof had any current issues such as leaking. Elizabeth Tomko
stated it was not but they were looking to be proactive as they were told
the roof is about thirty years old.
● COA 521 - 193 Broadway (Lillian Pereira) - New Construction, Other - EV
Charger
The applicant was not in attendance.
● COA 522 - 33 Huntington Place (Jean Joseph V. Augustine) - Chimney
The applicant was not in attendance.
II. Regular Meeting
The regular meeting was convened at 5:53 PM.
A. Action on COA’s
● COA 520 - 30 Huntington Lane (Elizabeth Tomko & Charles John Frick
III) - Reconstruction, Roofing
Jacob Stahl made a motion to approve the application as written and
presented. Gregory Johnson seconded. Jacob Stahl, Gregory Johnson,
Gregory Farlow, Nancy O’Neil and Regan Miner voted in favor. The
motion passed unanimously.
● COA 521 - 193 Broadway (Lillian Pereira) - New Construction, Other - EV
Charger
Gregory Johnson made a motion to accept the application as written.
Gregory Farlow seconded. Regan Miner stated the charger looked as
though it would be white, which should match nicely next to the existing
electrical outlet. Jacob Stahl, Gregory Johnson, Gregory Farlow, Nancy
O’Neil and Regan Miner voted in favor. The motion passed unanimously.
● COA 522 - 33 Huntington Place (Jean Joseph V. Augustine) - Chimney
Jacob Stahl made a motion to open the application for discussion. Nancy
O’Neil seconded, Regan Miner expressed some concern in regards to the
quote referencing new brick material to be used. Discussion ensued. Regan
Miner stated she understood the need for the chimney rebuild but felt it
would need to adhere to what it outlined in the Historic District
Guidelines. Gregory Johnson noted a cap was not mentioned or a liner.
Nancy O’Neil recommended highlighting which sections of guidelines
contradict with the proposed COA for the applicant. Regan Miner
suggested advising the applicant to utilize the existing bricks or seek out
softer bricks and to avoid the use of any sealant that could trap moisture in
the masonry, per the Historic District Design Guidelines. Discussion
ensued.
Gregory Johnson made a motion to approve the application as written
with the stipulation that the homeowner agree to follow the Historic
District design guidelines that will be provided to them by Regan Miner.
Jacon Stahl seconded. Jacob Stahl, Gregory Johnson, Gregory Farlow,
Nancy O’Neil and Regan Miner voted in favor. The motion passed
unanimously.
B. Minutes of the Wednesday April 19, 2023 Meeting Minutes
● Gregory Johnson made a motion to approve the meeting minutes. Nancy
O’Neil seconded. Jacob Stahl, Gregory Johnson, Gregory Farlow, Nancy
O’Neil and Regan Miner voted in favor. The motion passed unanimously.
C. Chairman Report
● None.
D. Old Business
● None.
E. New Business
● Gregory Johnson asked if the commission conducted any follow up
regarding approved applications and noted a property he noticed recently
that had not followed the requirements of their approved COA. Regan
Miner responded that follow up is typically done and she would have
Chairman Timothy Dowhan look into it.
F. Next Meeting Date
● Scheduled for Wednesday June 21, 2023 at 5:30 PM.
G. Adjournment
● Gregory Farlow made a motion to adjourn the Regular Meeting at 6:08
PM. Jacob Stahl seconded. Jacob Stahl, Gregory Johnson, Gregory Farlow,
Nancy O’Neil and Regan Miner voted in favor. The motion passed
unanimously.
