MINUTES OF THE SPECIAL MEETING OF THE NORWICH HOUSING AUTHORITY HELD THURSDAY, OCTOBER 30, 2014, 9:00 AM ROSEWOOD MANOR COMMUNITY ROOM 335 HAMILTON AVENUE NORWICH, CT The Board of Commissioners (“Board”) of the Norwich Housing Authority (“Authority”) met in special session at the Rosewood Manor Community Room, 335 Hamilton Avenue, Norwich, Connecticut, at 9:00 AM, Thursday, October 30, 2014. I. Call to order. Chairman Baillargeon called the meeting to order at 9:04 AM and the following answered present: Wilma Sullivan Hector Baillargeon The following commissioners were excused: Marion Rucker, Alice Cunningham, Paul Gauthier Also present was Charles C. Whitty, Executive Director. II. Informational session regarding the proposed base rent increase. Mr. Whitty explained the need for the $20.00 base rent increase effective January 1, 2015. This rent increase will not affect the current residents of Rosewood Manor, because there is currently sufficient Rental Assistance Program (“RAP”) funds from State of Connecticut, Department of Housing to assist eligible residents with their base rent payments. However, Mr. Whitty noted that future funding of the program is subject to the approval of the legislature and the governor. In addition, tenants’ rents may go up and down from time to time based on their income and eligible deductions. The Board of Commissioners will hold a Public Hearing on the base rent increase at their next meeting on November 12, 2014. There being no further business to discuss, Ms. Sullivan moved and Mr. Baillargeon seconded that the meeting be adjourned. Motion carried unanimously. The meeting adjourned at 9:15 AM. I. Call to order. Chairman Baillargeon called the meeting to order at 10:04 AM and the following answered present: Paul Gauthier Wilma Sullivan Hector Baillargeon The following commissioners were excused: Marion Rucker and Alice Cunningham Also present was Charles C. I. Call to order.
