Norwich Ice Rink Authority Board Minutes from
Meeting March 21, 2013 7:00PM
Authority Attendance: Pete Desaulniers, JoAnn Beghul, Stephanie Davis and Mike
Goldblatt
Absent: Mike Meakem, Cheryl Ritacco, Patrice Jaskiewicz
Meeting was called to order 7:03pm
Review of Minutes: JoAnn Beghul made a motion to accept the minutes, Mike Goldblatt
second the motion; no further discussion and motion was passed.
Correspondence: Correspondence sent to Authority from Marci Vinciguerra, Attorney
Ralph Bergman on half of Mia Sanca, Patricia Snyder and Chris Bartlett. JoAnn Beghul
made a motion to accept all correspondence; Stephanie Davis seconded the motion; no
further discussion and motion was passed.
Public comment:
Jeff Westfall Geo thermo representative says that the chiller should be replaced after
10yrs. Upset the board paid to have the old system fixed instead of going with Geo thermo.
Karen Barlett. Would like to know when the ammonia alarm will be put into the lobby.
Pete Desaulniers said anywhere from 2 to 3 weeks to be installed. This will include a light
that shows the ammonia alert in the lobby and in the hallway. Pete Desaulniers explains if
this light goes off the building should be evacuated immediately.
Directors Report:
John Healy, Hockey Director: Learn to skate hockey is doing great. Men’s hockey is back
on the ice. Women’s Shamrock ice hockey league will get back with us next year about an
elite girls hockey team. Bernie can’t commit to any clinics right now, so John Healey will fill
in.
Shannon Fitzgerald, Box Office Manager: There were a total of 45 Friday night public
skate attendees. April 7th will start the new Learn to Skate session. There will be two free
public skates in April. Southeastern Connecticut Youth Hockey (SECYH) will start in April
with their tryouts.
Ashley Foy, Figure Skating Director: On and off ice classes were being held before rink
had to close. Wants to revisit doing these classes, but the coaches would like to know what
they will be getting paid to teach the classes. Rink will be hosting a clinic and test session.
The Norwich Figure Skating Club will be holding an exhibition. Rink is waiting on answer if
we need permits for this, since there will be a performer using fire.
New Business:
Joann Beghul made a motion to accept the resignation of Mia Sanca, Rink Manager, as
agreed to and presented; Stephanie Davis seconded the motion. Three yes votes present,
two yes votes via proxy and one abstention. Motion was passed.
RFP to replace refrigeration: Joann Beghul made a motion to replace refrigeration and
havac system; Stephanie Davis seconded the motion. No further discussion and motion was
passed.
RFP for the Ice Rink Director of Operation: Joanne Beghul made a motion to accept the RFP
for the position of Director of Rink Operations; Stephanie Davis seconded the motion. No
further discussion and motion was passed.
Workout Room Proposal: Joann Beghul made a motion to table until full contract has been
written; seconded by Stephanie Davis. No further discussion and motion was passed.
Norwich Figure Skating Club Rental Agreement: Pete Desaulniers informed Shannon
Fitzgerald to contact the finance committee to go over the details.
Old Business:
Lupus Foundation: no update
Behavior Policy: This is still being drafted up.
Child protection: Karen Bartlett has the main portion of the draft completed. Working with
Stephanie Davis and is setting up dates to meet so the draft can be complete. Karen Bartlett
got the emergency evacuation policy and first aid policy. After reading these Karen Bartlett
believes these need to be reworked and needs to meet with Stephanie Davis to do this.
After these are drafted she will submit to the board for approval.
Revision of Freestyle Rules: Are tabled until new Director comes in.
Joann Beghul made a motion to go into executive session to discuss financial decision that
could affect the profit loss ration of the rink and or the public relations with customers.
Joann Beghul added to the motion to continue in executive session to discuss employee
personnel matter that could have an effect on rink operations and public relations. Mike
Goldblatt seconded the motion and executive session began at 7:28pm
Pete Desaulnjers made a motion to come out of executive session at 7:45pm and JoAnn
Beghul seconded the motion.
Joann Beghul made a motion to give SECYH up to six hours of compensation ice for tryouts
in April 2013. Stephanie Davis seconded the motion; no further discussion and motion was
passed.
Pete Desaulniers added the personnel issue is being addressed and will be dealt with
accordingly.
At 7:48pm Mike Goldblatt made a motion to adjourn; JoAnn Beghul seconded the motion.
No further discussion and motion was passed.
