Special Meeting Minutes
Held Virtually via Zoom
March 16, 2022 at 6pm
1. Call to Order – Meeting was called to order at 6:10pm via Zoom by Chairman Bettencourt.
The chairman announced that the meeting was recorded, and all votes would be by roll call.
2. Determination of Quorum – All members and Deputy Comptroller Madeira were present.
3. Acceptance of Minutes from Previous meeting – On motion by Mark Sicuso, seconded by
Joann Beguhl and passed unanimously by roll call vote the minutes of January 19, 2022,
were accepted as presented.
4. A motion to go into executive session Per Sec. 1-210 (b) (4) with Deputy Comptroller
Madeira being asked to participate was made by Joann Beguhl, seconded by Gary
Makowicki, and passed unanimously by roll call vote.
5. A motion to come out of executive session was made by Chairman Bettencourt noting that no
votes were taken, seconded by Mark Sicuso, and passed unanimously by roll call vote.
6. A motion to adjourn was made by Gary Makowicki, seconded by Joann Beguhl and passed
unanimously by roll call vote at 6:55pm.

Participants (members/ex-officio, etc…)
1.Join from the link in an email sent to you. You will need to download and
install the Zoom application. Please set up application with your name to
make identifying the participants easier.
2.Click on the link. The Meeting ID and password, if requested, will be in
the participants email.
3. Controls for the app are usually at the bottom of the screen but could
vary by platform. You are given the option to join the meeting with audio
and then may turn video on and off as desired with the controls. Please
remain muted unless you are speaking to reduce feedback.
4.To ask to speak during the meeting click on the “Raise Hand” icon,
usually found by clicking the participants tab and then on yourself. Your
digital hand is now raised. The Chair will call on you and you can unmute
your mic.
