Agenda Items A, B & C – Call To Order, Roll Call, Determination Of Quorum:
Chairman Raymond Baribeault called the meeting to order at 7:00 p.m.
Present: Raymond Baribeault, Chairman Richard Morell, Vice Chairman

Absent with notification: Jeremiah Lowney, Barbara Rothstein, Douglas Lee
Also Present: Michael Schaefer, City Planner
Roberta Lane, Recording Secretary
A quorum was present and all members present voted.
D. Minutes:
Upon motion by Ralph Page and second by Richard Morell, the Commission voted
unanimously to APPROVE the minutes of the June 5, 2008 regular meeting.
E. Communications:
1. Copy of Proposed Development of a Telecommunications Facility – 39
Maennerchor Avenue, Norwich, Connecticut – Cohen & Wolf-Attorneys at
Law
The Commission voted unanimously to ACCEPT the Communications.
F. Public Hearings: None
G. Old Business:
1. IW-URA- 08-10 – 140 Dudley Street – Application of Rose Iams - for
excavation and grading associated with the construction of a 624 +/-
sq.ft. addition to a single-family home.
Mr. Schaefer presented this application for a 624 +/- addition to the north end of an
existing home. He stated that the proposed addition would be located entirely in the
paved portion of the driveway and no additional paving would be done. He stated
that no new impervious area would be introduced and that the quality of the existing
impervious area closest to the wetland would be improved because runoff would
come off the roof rather than the pavement.
Upon motion by Arthur Sharron and second by Robert McCoy, the Commission
voted unanimously to APPROVE the application.
2. IW-URA-08-11 – 290 Salem Tnpk – Application of Dime Bank – filling
for extension of existing parking lot and construction of a stormwater
basin.
Mr. Schaefer presented this application for the excavation and filling associated with
the proposed expansion of 55 additional parking spaces to the existing parking lot
and the construction of a stormwater basin. He stated that the proposed basin would
improve the stormwater management system since both the existing drainage and
the proposed drainage would run together into the system. The existing conditions
provide little chance for stormwater runoff renovation and detention; however the
proposed stormwater basin will show significant decreases in peak discharges for 2-
year, 10-year, and 100-year storms. The plans for the sloped areas on the eastern
side of the parking lot call for 2:1 slopes that will be protected with erosion control
matting. He advised that the stormwater operation and maintenance plan is included
on the detail sheet of the overall plan. Mr.Schaefer also stated that the narrative
detail shows that the slopes will be seeded with a Kentucky bluegrass/creeping red
fescue/perennial ryegrass mixture, which will provide a quick cover.
Mr. Schaefer introduced Thomas Cummings of CLA Engineers, Inc. to present the
revised plan for the enhanced cross-section through the riprap spillway. Mr.
Cummings presented the updated plan and discussed the changes with the
Commission.
Upon motion by Brandon Hyde and second by Richard Morell, the Commission
voted unanimously to APPROVE the application.
H. New Business:
1. IW-URA - 08-12 – 29 Coit Lane – Application of Jay Furlong - for filling
and grading associated with construction of a single family home.
Upon motion by Richard Morell and second by Arthur Sharron, the Commission
voted unanimously to TABLE this application until the August 7, 2008 meeting.

Mr. Schaefer advised that there is nothing new to report this month.
2. IW- VIOL – 07-02 - 150 Plain Hill Rd – Rothstein - update

Mr. Schaefer advised the Commission that he met with Mr. Robert Russo of CLA
Engineers, Inc. and was told that the owner is ready to proceed with the plan. He
advised that the contractor has been hired and a pre-construction meeting will be
scheduled within the next 1-2 weeks.
3. IW-VIOL - 08-01 – 44 Yantic Flats Rd – Stanton LaPierre - update
Mr. Schaefer advised the Commission that the owner has moved all the crushed
stone out and that there have been no further complaints from the neighbors. He
advised that he would keep this on the agenda for one more month.
L. Adjournment:
Upon motion by Ralph Page and second by Robert McCoy, the Commission voted
unanimously to adjourn at 7:24pm.
