Agenda Items A, B & C – Call To Order, Roll Call, Determination Of Quorum:
Chairman Baribeault called the meeting to order at 7:00 p.m.

Also Present: Michael Schaefer City Planner and Tianne Phoenix Curtis, Recording
Secretary
A quorum was present and Alternates Robert McCoy and Brandon Hyde were
non-voting.
D. Minutes:
Upon motion by Richard Morell and second by Jeremiah Lowney, the
Commission voted unanimously to APPROVE the minutes of the January 8, 2009
regular meeting.
E. Communications: NONE
F. Public Hearings: NONE
G. Old Business:
1. IW-URA #09-01 – 81 Corning Road – Application of Mark Kudlach for an
after-the-fact permit for minor grading and storage of soil materials related to
business use and replacement of structure destroyed by fire in original
footprint.
Michael Schaefer stated that the application had originally appeared
before them as a violation, however upon his further investigation, he had
determined the work was minimal and the ACOE concurred. Michael
Schaefer noted that Mr. Kudlach was also asking permission to replace a
shed recently destroyed by fire. There were no further questions from the
commission.
Upon motion by Ralph Page and second by Doug Lee, the Commission
voted unanimously to APPROVE the after-the-fact permit subject to the
following condition:
1. Structure must be replaced in original footprint.

H. New Business:
1. IW-URA#09-03 – 14 Stonyridge Road – Application of Erik & Christie
McLeod for the installation of a 21’ aboveground pool.
Upon motion by Richard Morell and second by Ralph Page, the
Commission voted unanimously to TABLE the application to the 4/2/09
regular meeting.
I. New Business items submitted after agenda preparation and prior to the
submission deadline:
1. IW-URA#09-04 – 19 Pilling Street – Application of Gilton Plourde for the
installation of a 16’x25’ shed.
Upon motion by Richard Morell and second by Ralph Page, the
Commission voted unanimously to TABLE the application to the 4/2/09
regular meeting.
2. IW-URA#09-05 – 1745 Old Salem Road – Application of NPU for the
installation of 2 diesel generators inside the existing/abandoned propane
facility.
Upon motion by Richard Morell and second by Ralph Page, the
Commission voted unanimously to TABLE the application to the 4/2/09
regular meeting.
3. IW-URA#09-06 – 57 Salem Tpke – Application of NPU for the installation of 2
diesel generators inside the existing/abandoned electric substation.
Upon motion by Richard Morell and second by Ralph Page, the
Commission voted unanimously to TABLE the application to the 4/2/09
regular meeting.
J. Other Business:
1. IW-URA #09-02(A) – 77 Lambert Drive – Application of Norwich Public
Utilities for the installation of a municipal sewer pump station, an above-
ground electrical control panel and a standby generator.
Michael Schaefer reported to the Commission that the application was
approved administratively and was on the agenda for informational
purposes only.
K. Violations: NONE
L. Adjournment
Upon motion by Ralph Page and second by Richard Morell, the Commission voted
unanimously to adjourn at 7:07 pm.
