Agenda Items A, B & C – Call To Order, Roll Call, Determination Of Quorum:
Chairman Baribeault called the meeting to order at 7:00 p.m.
Present: Raymond Baribeault, Chairman Richard Morell
Douglas Lee Robert McCoy, Alt.
Arthur Sharron, Alt.
Absent: Jeremiah Lowney Brandon Hyde, Alt.

Also Present: Michael Schaefer, City Planner and Darlene Fedus-Papineau,
Recording Secretary
It was determined there was a quorum.
D. Minutes:
Upon motion by Richard Morell and second by Doug Lee, the Commission voted
unanimously to APPROVE the minutes of the January 7, 2010 regular meeting.
E. Communications:
1. Northeast Utilities System Maintenance Schedule-NEU sent a notice stating
they will maintain the vegetation on various ROW’s within the City.
2. Correspondence from the Attorney for Algonquin Gas Transmission, LLC. -A
gas chromatograph will be installed in a 4’x6’ fenced in area at the Mohegan
Park Road facility. Under the existing FERC permit this is exempt form local
authority.
F. Public Hearings:
1. IWWCC#09-03 – 168 Corning Road – Application of Mark Fields on behalf of
David A. Lewis, Sr. for filling, grading and construction of a multifamily
housing complex and appurtenances.
Chairman Baribeault opened the Public Hearing. Mr. Fields presented a
letter requesting to continue the Public Hearing and table any action until
the next meeting. Upon motion by Chairman Baribeault and second by
Richard Morell it was unanimously approved to recess and continue the
Public Hearing until the next scheduled meeting of March 4, 2010. Michael
Schaefer stated to the Commission that additional detail on the project is
needed before staff is comfortable with performing a detailed review.
Michael Schaefer entered exhibits “A-M” into the record.

G. Old Business:
1. IWWCC#09-03 – 168 Corning Road – Application of Mark Fields on behalf
of David A. Lewis, Sr. for filling, grading and construction of a multifamily
housing complex and appurtenances.
Upon motion by Richard Morell and second by Chairman Baribeault, the
Commission voted unanimously to TABLE the application to the March 4,
2010 regularly scheduled meeting.

L. Adjournment
Upon motion by Richard Morell and second by Douglas Lee, the Commission voted
unanimously to adjourn at 7:05 pm.
