Revised 1/13/2010 12:10 PM CITY OF NORWICH INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION May 6, 2010 Regular Meeting Minutes Lower-level Conference Room 23 Union Street Norwich Connecticut Agenda Items A, B & C – Call To Order, Roll Call, Determination Of Quorum: Chairman Baribeault called the meeting to order at 7:00 p.m. Present: Raymond Baribeault, Chairman Brandon Hyde Jeremiah Lowney Richard Morell Robert McCoy, Alt. Absent: Barbara Rothstein Douglas S. Lee Arthur Sharron, Alt. Ralph Page Also Present: Michael Schaefer, City Planner and Darlene Fedus-Papineau, Recording Secretary It was determined there was a quorum. D. Minutes: Upon motion by Richard Morell and second by Jeremiah Lowney, the Commission voted unanimously to APPROVE the minutes of the April 1, 2010 regular meeting. E. Communications: NONE F. Public Hearings: 1. IWWCC#09-03 – 168 Corning Road – Application of Mark Fields on behalf of David A. Lewis, Sr. for filling, grading and construction of a multifamily housing complex and appurtenances. Continued from regular meeting of 04/01/2010 The Public Hearing was reconvened momentarily. Mr. Schaefer read into record the last exhibit AA, which was a withdrawal request from Mark R. Fields. Mr. Schaefer recommended to the Commission to close the Public Hearing. Upon motion by Richard Morell and second by Jeremiah Lowney, the Commission voted unanimously to officially close the Public Hearing. Also, upon motion by Richard Morell and second by Jeremiah Lowney, the Commission voted unanimously to accept the withdrawal from Mr. Fields with respect to IWWCC#09-03. G. Old Business: 1. IWWCC#09-03 – 168 Corning Road – Application of Mark Fields on behalf of David A. Lewis, Sr. for filling, grading and construction of a multifamily housing complex and appurtenances. LAST REVISED 1/13/2010 1:54 PM Upon motion by Richard Morell and second by Jeremiah Lowney, the Commission voted unanimously to accept the withdrawal letter from Mr. Fields on behalf of IWWCC#09-03. 2. IWWCC#10-01- 103 Newton Street- Application of Richard S. Dean for 2 lot Subdivision Review. Representing the applicant was J.P. Mereen, of Gerwick & Mereen of 17 Industrial Drive, Waterford, CT. Mr. Mereen briefly described the project plan and the fact that any future regulated activities associated with the subdivision must come back before the Commission. There would be no adverse impact anticipated in the wetland area. Mr. Schaefer stated that Staff has reviewed the plan and he read into the minutes, the Staff Report. Upon motion by Richard Morell and second by Jeremiah Lowney, the Commission voted unanimously to approve the application with the condition that any regulated activity that is to be undertaken in the future must receive prior approval from the Commission. H. New Business: 1. IWWCC#10-02- 50 Towne Street-Application of Chelsea Groton Savings Bank for repair/replacement of existing retaining wall behind Chelsea Bank along north side of Yantic River. Mr. Schaefer told the Commission that the existing wall is dilapidated and failing in sections as noted in previous inspections by himself and City Engineer, Barry Ellison. The rain event that recently took place caused considerable damage. Mr. Schaefer stated that he concurs with the removal and replacement of the failing wall. Work will be done during a low flow period of the year. The duration of work is anticipated to be no more than 30 days. Mr. Schaefer informed the Commission that the concept and idea do not constitute significant activity in his professional opinion. Upon motion by Brandon Hyde and second by Jeremiah Lowney, the Commission voted to TABLE the application until the next regular scheduled meeting of June 3, 2010. I. New Business items submitted after agenda preparation and prior to the submission deadline: IWWCC#10-03 555-575 Norwich Avenue- Application of HRP Associated, Inc. for excavation, filling and grading within the 100- foot buffer area. Mr. Schaefer told the Commission that this 2 LAST REVISED 1/13/2010 1:54 PM application is a modification of an already approved application. Mr. Schaefer stated that there will be no direct impact on water or watercourses. On a motion by Richard Morell and second by Brandon Hyde it was unanimously voted to TABLE that application until the next regular meeting of the Commission on June 3, 2010. J. Other Business: IWWCC#10-01(A)-48 Woodrow Avenue- Mr. Schaefer advised the Commission that the proposed above-ground pool would be located within 100’ of a watercourse. K. Violations: None L.
