Douglas S. Lee Art Sharron, Alt. Ralph Page Absent: Barbara Rothstein Brandon Hyde Also Present: Michael Schaefer, City Planner and Darlene Fedus-Papineau, Recording Secretary It was determined there was a quorum. D. Minutes: Upon motion by Richard Morell and second by Ralph Page, the Commission voted unanimously to APPROVE the minutes of the June 3, 2010 regular meeting. E. Communications: Administrative APPROVAL IW-URA-10-03 (A) 28-40 Quarto Road – Application of Norwich Housing Authority for installation of footing drains at each unit with two outlet points within the upland review area. (APPPROVED 06/22/2010) F. Public Hearings: NONE G. Old Business: IWWCC- #10-04-Newton Street- Application of Norwich Public Utilities for utility trench work for new gravity sewer and new force main on Newton Street, adjacent neighborhoods and Stanton School. Mr. Schaefer displayed to the Commission the overall layout of the proposed sewer lines, which include the force main, gravity main, pump station and manholes. He informed the Commission the only wetlands encumbered are where the sewer line runs perpendicular LAST REVISED 6/28/2010 1:54 PM from Newton Street out to Stanton School. Mr. Schaefer pointed out the dewatering basins that are provided with sediment barriers that surround them in the event they are needed. The disturbed areas have been subject to off-road vehicle usage and the vegetation and soils reflect past disturbances in that area. There would be very little direct impact to wetlands and watercourses. The project would serve 70 homes and the Stanton School. There would be approximately 3900sf of Inland Wetland temporary disturbance. Mr. Schaefer discussed how the disturbance would be managed during pre and post construction and how the wetlands will be revegetated. Mr. Schaefer informed the Commission that the USACOE has reviewed the activity and is allowing it to proceed under its PGP, Catergory 1. Mr. Schaefer stated that he concurs with Mr. Russo and the USACOE and noted that all information provided for the proposed activity is complete. Upon motion by Ralph Page and second by Doug Lee, the Commission voted to APPROVE the application with the condition that the work along the wetlands would occur during the summer months. 3. New Business: NONE 4. New Business items submitted after agenda preparation and prior to the submission deadline: 1. IWWCC #10-05- Scotland Road/Hansen Road- Application of Norwichtown Development, L.L.C for 16-lot subdivision with a road and associated improvements on 59.6 acres. On a motion by Art Sharron and second by Jeremiah Lowney, the Commission voted to TABLE that application until the next regular meeting of August 5, 2010. Mr. Schaefer and Chairman Baribeault both stated for the record they will (Baribeault) recuse may (Schaefer) proceedings involved with this application. 2. IWWCC #10-06- 125 Yantic Road- Application of Bassem Salahi for expansion of commercial building and grading to form an outside garden/sitting area with associated landscaping. On a motion by Douglas Lee and second by Richard Morell, the Commission voted to TABLE that application until the next regular meeting of August 5, 2010. 5. Other Business: 1. SP #10-05 – 555 Norwich Avenue – Referral from the CCP in 2 LAST REVISED 6/28/2010 1:54 PM accordance with Sections 14.6.3 and 14.6.4 of the zoning regulations related to work in a designated floodplain. Mr. Schaefer reminded the Commission that there is a small area of floodplain that is a gravel road and the remediation plan for the hazardous waste is to cap over those areas. Part of the area to be capped is in the floodplain. Justin Stein of 555 Norwich Avenue, LLC informed the Commission that the hazardous waste was mostly coal ash. Mr. Schaefer stated that the project will not have any significant effects on drainage systems and the floodwater storage volume will be the same in the pre and post construction conditions and only a small area of floodplain will be affected. On a motion by Douglas Lee and second by Richard Morell, the Commission voted to forward to the CCP a FAVORABLE recommendation with respect to waiving the need for a formal Flood Impact Study. 2. SP #10-04 – 112 Taftville- Occum Road – Referral from the CCP in accordance with Sections 14.6.3 and 14.6.4 of the zoning regulations related to work in a designated floodplain. Mr. Schaefer informed the Commission that this Special Permit application is for an addition to a single-family residence and a referral from CCP. The proposed 20-ft by 17-ft addition is on the southwest corner of the building. The site is located North of Route 395. The applicants obtained the professional services of Gerwick- Mereen. The elevations are being worked with and the applicants are digging out the footings for the addition and installing Smart Vents. Mr. Schaefer noted that there will be a slight increase in storage volume and safety precautions are being taken to be sure that everything is 1.5 ft above flood elevation. Mr. Schaefer recommends that since there is no loss of flood water volume storage, that the Commission recommend upon favorably of waiving the need for compensatory storage and waive the need for a formal Flood Impact Study. On a motion by Art Sharron and second by Ralph Page, the Commission voted to forward to the CCP a FAVORABLE recommendation with respect to waiving the need for a formal Flood Impact Study and compensatory storage. K. Violations: None L.
