CITY OF NORWICH INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION October 14, 2010 SPECIAL MEETING Minutes Lower-level Conference Room 23 Union Street Norwich Connecticut Agenda Items A, B & C – Call To Order, Roll Call, Determination Of Quorum: Chairman Baribeault called the meeting to order at 7:00 p.m. Present: Raymond Baribeault, Chairman Douglas S. Lee Ralph Page Jeremiah Lowney Brandon Hyde Absent: Richard Morell Barbara Rothstein Robert McCoy, Alt. Arthur Sharron, Alt. Also Present: Michael Schaefer, City Planner It was determined there was a quorum. D. Minutes: Upon motion by Ralph Page and second by Jeremiah Lowney, the Commission voted unanimously to APPROVE the minutes of the September 2, 2010 regular meeting. E. Communications: NONE F. Public Hearings: NONE G. Old Business: 1. IWWCC #10-08 – 24 Hammond Avenue – Application of Hammond Ledge, LLC for 4- lot residential subdivision with storm water treatment & controls. Chairman Raymond Baribeault recused himself from this agenda item. Normand Thibeault, an Engineer for the applicant, with Killingly Engineering Associates gave a presentation and explained the changes that were made to address the concerns the Commission had at the prior meeting, including phasing of the project bench terracing on excavation slopes and moving house on Lot 1 further from wetland edge. On a motion by Brandon Hyde and second by Douglas Lee, the Commission voted to approve the application with the following conditions. 1. To mark the wetland edge with permanent markers. 2. To extend the bench terraces southward to the limits of grading. 3. Once excavation starts, supply monthly progress report from a Professional Engineer to the Planning Office. H. New Business: NONE I. New Business items submitted after agenda preparation and prior to The submission deadline: NONE J. Other Business: 1. IWWCC-05-09 1721, LLC, for property located at 15 & 30 Edwards Ave., 31 York Ave., 39 Tanner Ave., 24 Hinckley St., 103 & 125 Talman St., owned by High Point Village, LLC or 1721, LLC, request for a five-year extension of a previously approved permit for regulated activities associated with the filling of a wetland to allow for the construction of an access road for a proposed 65-unit condominium project. Speaking on behalf of the applicant was William Sweeney of TCORS, Attorney. Mr. Sweeney stated to the Commission that the five-year extension he is requesting is warranted and reasonable. Mr. Schaefer explained that if the plans are essentially unchanged today from when they were approved, then the Commission must approve the extension under 7.10 of the regulations. On a motion by Douglas Lee and second by Ralph Page, the Commission voted to approve the application. 2 K. Violations: NONE L.
