CITY OF NORWICH INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION January 6, 2011 Regular Meeting Minutes Lower-level Conference Room, 23 Union Street, Norwich, Connecticut Agenda Items A, B & C – Call To Order, Roll Call, Determination Of Quorum: Chairman Baribeault called the meeting to order at 7:00 p.m. Present: Raymond Baribeault, Chairman Richard Morell Douglas S. Lee Ralph Page Jeremiah Lowney Barbara Rothstein Brandon Hyde Robert McCoy, Alt. Arthur Sharron, Alt. Absent: All members present Also Present: Michael Schaefer, City Planner and Darlene Fedus-Papineau, Recording Secretary It was determined there was a quorum. D. Minutes: Upon motion by Douglas Lee and second by Ralph Page, the Commission voted unanimously to APPROVE the minutes of the October 14, 2010 special meeting. E. Communications: NONE F. Public Hearings: NONE G. Old Business: NONE H. New Business: IWWCC-10-14(A) - 93 South Fourth Avenue, Taftville, CT. Application of Terrence Dugas for the purpose of grading/filling associated with soil material stockpiling within 100 feet of a wetland or watercourse. Mr. Schaefer informed the Commission that he received a complaint that Mr. Dugas had been filling in wetlands. Mr. Schaefer went out to the site and determined that over a number of years it had been disturbed and revegatated. He recommended that Mr. Dugas hire a soil scientist to delineate the wetlands on the site. Robert Russo, soil scientist of CLA Engineers delineated the wetlands and made recommendations to Mr. Dugas, which Mr. Schaefer concurs with. On a motion by Ralph Page and second by Jeremiah Lowney, it was unanimously voted to table the application to the next regular meeting of February 3, 2011. I.
