CITY OF NORWICH INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION February 3, 2011 Regular Meeting Minutes Lower-level Conference Room, 23 Union Street, Norwich, Connecticut Agenda Items A, B & C – Call To Order, Roll Call, Determination Of Quorum: Chairman Baribeault called the meeting to order at 7:00 p.m. Present: Raymond Baribeault, Chairman Richard Morell Douglas S. Lee Ralph Page Barbara Rothstein Arthur Sharron, Alt. Absent: Jeremiah Lowney Brandon Hyde Robert McCoy, Alt. Also Present: Michael Schaefer, City Planner It was determined there was a quorum. D. Minutes: It was noted that the agenda should have addressed approval of the January 6, 2011 regular meeting minutes, not the October 14, 2010 minutes. The Commission voted unanimously to APPROVE the minutes of the January 6,2011 regular meeting. E. Communications: NONE F. Public Hearings: NONE G. Old Business: IWWCC-10-14 - 93 South Fourth Avenue, Taftville, CT. Application of Terrence Dugas for the purpose of grading/filling associated with soil material stockpiling within 100 feet of a wetland or watercourse. Mr. Schaefer recapped the project details that were presented to the Commission at its January regular meeting. Mr. Schaefer recommended that the Commission approve the application with the condition that the work detailed in a letter dated October 12, 2010 from Robert Russo of CLA Engineers, Inc. to Michael Schaefer, and in a letter dated October 27, 2010 from Michael Schaefer to the applicant, be completed prior to June 1, 2011. A motion was made by Richard Morell and second by Ralph Page to APPROVE the application with the aforementioned condition recommended by staff. The motion was passed unanimously. H.
