CITY OF NORWICH
INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION

Agenda Items A, B & C – Call To Order, Roll Call, Determination Of Quorum:
Richard Morell called the meeting to order at 7:00 p.m.

Also Present: Michael Schaefer, City Planner
It was determined there was a quorum and all members present would be voting.
D. Minutes:
Upon motion by Ralph Page and second by Barbara Rothstein, the Commission
voted unanimously to APPROVE the minutes of the April 7, 2011 regular meeting.
E. Communications: NONE
F. Public Hearings: NONE
G. Old Business: IWWCC-11-02 – 212 Taftville-Occum Road, Norwich, CT. Appl
ication of Chris & Lisa O’Hara for the reconstruction of dilapidated retaining wall
along the waters edge.
Mr. Schaefer summarized the activities proposed under the permit
application, and reminded the Commission that it had reviewed the submitted
materials in some detail at the April 7th regular meeting. Mr. Schaefer
recommended that the Commission approve the application with the following
conditions: 1) Construction/reconstruction of the wall will take place between
June 1st and September 15th; 2) The construction must be monitored by a
professional engineer and certified by said engineer after work is completed;
and, 3) Wall design specifications may be modified to the degree necessary
to satisfy the DPW and Building Official.
Upon motion by Ralph Page and second by Barbara Rothstein, the Commission
voted unanimously to APPROVE application #IWWCC-11-02 with the conditions
recommended by Staff.
H. New Business: NONE
I. New Business items submitted after agenda preparation and prior to
the submission deadline: NONE
J. Other Business: Referral from CCP (preemptive) for the waiver of the
requirements for a Flood Impact Study for IWWCC-11-02.
After considering the nature of the proposed activities, the Commission
deemed that the activity would not adversely affect the floodplain’s ability to
attenuate floodwaters, and may actually increase the flood storage volume
slightly.
Upon motion by Doug Lee and second by Ralph Page, the Commission voted
unanimously to send a report to the CCP favoring the requested waiver of the Flood
Impact Study.
K. Violations: NONE
L. Adjournment
Upon motion by Ralph Page and second by Douglas Lee, it was unanimously
voted to adjourn at 7:06 p.m.
