February 2, 2012 Regular Meeting Minutes CITY OF NORWICH INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION Lower-level Conference Room, 23 Union Street, Norwich, Connecticut Agenda Items A, B & C – Call To Order, Roll Call, Determination Of Quorum: Chairman Raymond Baribeault called the meeting to order at 7:00 p.m. Present: Raymond Baribeault, Chairman Richard Morell, Vice-Chairman Ralph Page Barbara Rothstein Arthur Sharron, Alt. Robert McCoy, Alt. Absent: Douglas S. Lee Brandon Hyde Jeremiah Lowney Also Present: Peter Davis, Director Linda Lee Smith, Recording Secretary It was determined there was a quorum and all members present would be voting. D. Minutes: Upon motion by Arthur Sharon and second by Richard Morell with correction, the Commission voted unanimously to APPROVE the minutes of the January 5, 2012 regular meeting. E. Communications: NONE F. Public Hearings: NONE G. Old Business: IWWCC-11-09 – Richard Vendola, 43 Canterbury Turnpike – activities associated with the construction of a single family house within 100 ft upland review. Peter Davis stated that Richard Vendola had applied for and been granted a buffer permit many years ago and it had recently expired. Proposed activities have not changed from the issuance of the original permit. The site conditions are a small water course that runs down the back of the property; it’s about 150’ from any disturbance. The site is already cleared for a single family house, approximately 63’ from corner of house to the wetlands edge. They’ve  proposed a silt fence and they're leaving the existing vegetation and undergrowth. It’s relatively flat, and the City is not anticipating any construction impact. It will be very short term with foundation excavation and backfill. The information was sent out to other City agencies and there were some comments but none that were applicable to the inland application. Upon motion by Ralph Page and seconded by Richard Morell the commission voted unanimously to APPROVE application IWWCC-11-09 to construct a single family house within 100 ft upland review area. G. New Business: IWWCC #12-01 – Forest Land Investment, LLC, 214 Vergason Avenue Ext. aka Forestview Drive – activities associated with the completion of existing multi-family development within 100 ft upland review area. IWWCC #12-02 – Hammond Ledge, LLC, 24 Hammond Avenue – activities associated with the construction of a single family house and barn within 100 ft upland review area. Upon motion by Arthur Sharron seconded by Richard Morell, the commission voted unanimously to TABLE the applications until the next regular scheduled meeting of March 1, 2012, in order to comply with the required 30 day public petition period.
