It was determined there was a quorum.
D. Minutes:
Upon motion by Douglas Lee and second by Richard Morell the Commission
voted unanimously to APPROVE the minutes of the October 4, 2012 regular
meeting with corrections as amended on page 2 paragraph 8.
E. Communications: IWWCC 2013 Scheduled Meetings
It was recommended after the Commission reviewed the meeting schedule to
change the September 5, 2013 meeting to September 12, 2013.

G. Old Business:
IWWCC #12-13 – Soulor Boswell LLC – 553, 557, 565 Boswell Avenue -
CME Associates Inc. – activities associated with the construction of
multi-family units within 100 ft of upland review area.
Peter Davis gave a brief explanation about the project. Construction of Phase
I had been initiated and all activity was outside of the regulated area. This
application is for Phase 2 and is within the regulated upland buffer area.
Activities within the 100' regulated buffer area include utility installation,
grading, paving, excavation, installation of a storm water system and a forced
main sewer line. Site drainage, including footing drains would outlet to a
detention basin. The discharge from the detention basin would be to an area
of rip-rap and then flow overland to an existing isolated wetland system. The
wetland flows to an existing steel grate and piped system. There is no
disturbance proposed to the very small isolated wetland. Vegetation in the
area consists of small trees and scrub/brush.
There was concern about the proximity of a proposed retaining wall to the
wetland edge. Based on Department of Public Works engineer comments and
Mr. Davis's concerns, plans were revised to include steel sheeting outside of
the wetland edge to prevent direct disturbance.
DPW reviewed the drainage report and are fine with it. They have a Vortech
unit in the parking lot so all drainage will go to the Vortech before being
discharged to the basin. DPW engineer thought the basin was sized
properly. Mr. Davis asked for a maintenance schedule of the basin. The
concern was if the detention basin wasn't properly maintained, and failed,
they would have an issue with the downstream drainage system.
Dick Strouse, CME Associates, engineer for the project spoke with Michael
Nowosacko, 422 Central Avenue who maintains and cleans out the catch
basin, and hasn't had any issues. The flow is being maintained, and not sure
where it drains to, but the with topography it may go down to Route 12 but
more research needs to be done. He stated there is a slight decrease in flow.
The Drainage Report showed that in the 2-10 years the flow has remained
about the same and 25-100 year it has decreased a little bit.
Peter Davis stated the plan was referred out to other city agencies and he
received some comments back, but they were relative to the site plan
application.
Upon motion by Douglas Lee and seconded by Ralph Page the Commission
voted unanimously to APPROVE the application.
H. New Business:
I. New Business items submitted after agenda preparation and prior to
the submission deadline:
IWWCC#12-14 – 326 Washington Street and 475 Asylum Street Rear –
Application from Norwich Public Utilities for extension of an overhead
electrical service to conduct a Regulated Activity within an Inland
Wetland or Watercourse Area.
Upon motion by Ralph Page and seconded by Richard Morell the
Commission voted unanimously to TABLE the application until the next
regular scheduled meeting of January 3, 2013, in order to comply with the
required 30 day petition period.
