October 3, 2013 Regular Meeting Minutes CITY OF NORWICH INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION Lower-level Conference Room, 23 Union Street, Norwich, Connecticut Agenda Items A, B & C – Call To Order, Roll Call, Determination Of Quorum: Chairman Raymond Baribeault called the meeting to order at 7:00 p.m. Present: Raymond Baribeault, Chairman Richard Morell, Vice-Chairman Ralph Page Brandon Hyde Philip Kiley Art Sharron, Alternate Absent: Barbara Rothstein Jeremiah Lowney Douglas S. Lee Robert McCoy, Alternate Also Present: Peter Davis, Director Linda Lee Smith, Recording Secretary It was determined there was a quorum. D. APPROVAL OF MEETING MINUTES: Upon motion by Richard Morell and second by Ralph Page the Commission voted unanimously to APPROVE the minutes of the September 12, 2013 regular meeting. E. COMMUNICATIONS: None F. PUBLIC HEARINGS: None G. OLD BUSINESS: 1. IWWCC #13-08 – 24 Stott Ave – Application from Dominion Nuclear Connecticut Inc to subdivide parcel of land that contains wetland resources in accordance with Section 7.4 of City of Norwich IWWCC Regulations Peter Davis stated the application was tabled from last month to meet the 30 day public petition period. Mr. Davis stated the parcel is 12 acres and is proposed to be subdivided to facilitate the construction of a new building. The project is before the commission because it’s required by State Regulations that any property that contains inland wetlands resources that are proposed for subdivision be reviewed by the Commission. Most of the wetlands will remain on the Easter Seals lot. All the proposed construction activities will take place outside the Upland Review Area. Brandon Hyde asked if there were any concerns with detention basins in the proposed location. Mr. Davis stated no. Brandon Hyde questioned when the property is subdivided would the property owner be aware there were wetlands on their property and would it be listed on their property deed description? Mr. Davis stated the plans are certified and the wetlands are properly delineated. Upon motion by Brandon Hyde and seconded by Ralph Page the Commission voted unanimously to APPROVE application IWWCC #13-08. 2. IWWCC #13-09B – 386 New London Turnpike – Application from Norwich Public Schools (Stanton) for construction of a portable classroom addition with utility services, and extension of a sewer service. Peter Davis explained the project entails adding a portable classroom to Stanton school. The nearest point to the wetlands line is 20’+/- where they will trench to connect to the sanitary sewer line on Will Road. The area where they will be doing the excavation for the sewer line is very flat and there will be minimal disturbance. There is also some work in the buffer area consisting of trenching for the water and electric hookup. It was noted that the entire site is essentially developed. All disturbance would be short term in nature. Peter Davis asked Kyle Haubert for clarification on the prior disturbance of the wetlands area on Will Rd. Kyle Haubert, CLA engineer stated the disturbance on Newton St. was from the previous sewer extension that was installed where the forced main was tied into the basin on Will Rd. Mr. Davis stated there was also a flood plain referral from CCP, and the entire area where the work was being done was within the designated 100 year flood plain. Philip Kiley asked if the portable classroom was going to be a semi permanent structure. Kyle Haubert, CLA engineer stated it would be located there for approximately 15-20 years. Mr. Haubert stated there were other portable classrooms at Stanton school and this additional classroom would look very similar to the others. Mr. Haubert stated they would like to start construction this fall. Upon motion by Philip Kiley and seconded by Art Sharron the Commission voted unanimously to APPROVE application IWWCC #13-09B. Floodplain Referral – 386 New London Turnpike 2 SP #13-06 – 386 New London Tpke.-Application of Norwich Public Schools – under Sec. 14.6 work within floodplain – addition of 2,050 sq. ft. portable classroom at Stanton School – includes waiver of site plan under Sec. 17.1.11. Site is located in R20 zone and owned by City of Norwich. Peter Davis stated the base flood elevation was 99’. The foundation has been engineered to where the classroom first floor would be 1½’ above base flood elevation required by FEMA. The activities would be trenching, installation of utilities and backfilling. There aren’t any anticipated impacts and there is no increase in elevation. Its staff’s opinion there is no potential impact based on the activities. Commission must provide an advisory report to CCP. Brandon Hyde made a motion and seconded by Philip Kiley to send a favorable recommendation to Commission on the City Plan for SP #13-06. Motion carried unanimously. H. NEW BUSINESS: I. New Business items submitted after agenda preparation and prior to the submission deadline: IWWCC #13-10 – 30 Laurel Circle- Application from Cap Realty for the installation of wetland crossing for access drive to single family home. Peter Davis stated this application is for a regulated activity, the installation of a culvert within a wetlands for a driveway crossing for a single family home. Upon motion by Art Sharron, seconded by Brandon Hyde the Commission voted unanimously to TABLE the application until the next regularly scheduled meeting of November 7, 2013 in order to comply with the required 30 day petition period. J. Other Business: NONE K. Violations: NONE L. Adjournment Upon motion by Art Sharron and second by Ralph Page, the Commission voted unanimously to adjourn the meeting at 7:14 pm.
