August 7, 2014 Regular Meeting Minutes CITY OF NORWICH INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION Lower-level Conference Room, 23 Union Street, Norwich, Connecticut Agenda Items A, B & C – Call To Order, Roll Call, Determination Of Quorum: Chairman Raymond Baribeault called the meeting to order at 7:00 p.m. Present: Raymond Baribeault, Chairman Richard Morell, Vice-Chairman Ralph Page Douglas S. Lee Barbara Rothstein Robert McCoy, Alternate Absent: Philip Kiley Jeremiah Lowney Brandon Hyde Art Sharron, Alternate Also Present: Linda Lee Smith, Recording Secretary It was determined there was a quorum. D. APPROVAL OF MEETING MINUTES: Upon motion by Richard Morell and second by Robert McCoy the Commission voted unanimously to APPROVE the minutes of the July 10, 2014 regular meeting. E. COMMUNICATIONS: None F. PUBLIC HEARINGS: None G. OLD BUSINESS: 1. IWWCC #14-02 – Connecticut Avenue and adjacent storm water easement areas – Application from DPW to stabilize existing storm drain outlets. Raymond Baribeault stated the Commission had received a written report from Peter Davis because he couldn’t be in attendance. Pat McLaughlin, City Engineer presented. Mr. McLaughlin stated they would be reconstruction/repaving about 3,000 ft from the beginning of Connecticut Ave. to Wisconsin Ave. with 4 locations of existing storm drain outlets to be repaired. The project would include the removal of pavement and adding 6" of new asphalt. Mr. McLaughlin stated the drainage outlets were in pretty bad condition with the erosion and a lot of scour at the drainage outlets. There are (2) 24' and (1) 48' outlet on one side and another area of scour with another 48' pipe. Mr. McLaughlin stated the water has washed out everything away from the outlets and they would install up to 30" large riprap with 75% of it would be more than 15", and it would be grouted in place. Mr. McLaughlin stated between the four different areas there is about 1,000 sq. ft. of disturbance, and it’s all to fill in the scour holes and no additional roadways would be installed. It’s more of a maintenance measure. Ralph Page asked if the work was going from Connecticut Ave. up to the intersection. Pat McLaughlin stated yes beginning at Connecticut Ave to the intersection of Wisconsin Ave. Pat McLaughlin stated he will be receiving $685,000 through a new grant program from DOT federal highway funding which represents 100% of the cost of construction. Ralph Page asked who would do the inspections on the project. Pat McLaughlin stated the City does its own inspections. Doug Lee asked if he had drawings showing examples of how they plan on rebuilding the scour holes. Pat McLaughlin stated yes the plan showed the 30” bed of standard riprap. Ralph Page asked if it was going to be mortared. Pat McLaughlin stated yes they will grout it in place with rapid set mortar. Doug Lee wanted to make sure there was enough engineering work done to the riprap that Mr. McLaughlin felt confident there would be enough percolation and flowing with a 100 year storm and it simply would go over the top of it. Mr. Lee was concerned there would be a large volume of water coming in and would end up with sheet flow because it couldn't run down fast enough. Pat McLaughlin stated it all flows over the top of it. The purpose of the riprap is to slow the velocity by the roughness of it. Pat McLaughlin explained with the 100 year storm the water probably wouldn't make it into the pipe because the pipe would only accommodate up to a 10 year storm. Mr. McLaughlin stated it’s the largest riprap they make and he was confident it would do the job. Ray Baribeault asked when project would be started. Mr. McLaughlin stated he’d like to get it done this construction season but may not be done until next spring. The project would need to be out to bid for three weeks. Mr. McLaughlin didn’t want to start the project late this construction season and not be able to finish the project until next spring. The Commission members after reading Peter Davis’s report thought there was urgency to getting the project done. Upon motion by Ralph Page and second by Douglas Lee it was determined there was not a significant activity for IWWCC #14-02. The Commission voted unanimously. 2  Upon motion by Richard Morell and seconded by Ralph Page the Commission voted unanimously to APPROVE application IWWCC #14-02 with the condition that the work be done during a period of low flow.
