February 5, 2015 Regular Meeting Minutes CITY OF NORWICH INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION Lower-level Conference Room, 23 Union Street, Norwich, Connecticut Agenda Items A, B & C – Call To Order, Roll Call, Determination Of Quorum: Vice-Chairman Richard Morell called the meeting to order at 7:00 p.m. Present: Richard Morell, Vice-Chairman Douglas S. Lee Barbara Rothstein Brandon Hyde Art Sharron, Alternate Robert McCoy, Alternate Absent: Philip Kiley Jeremiah Lowney Ralph Page Also Present: Peter Davis, Director It was determined there was a quorum. D. APPROVAL OF MEETING MINUTES: Upon motion by Douglas Lee and second by Barbara Rothstein the Commission voted unanimously to APPROVE the minutes of the August 7, 2014 regular meeting. E. COMMUNICATIONS: 1. Letter of Resignation: Raymond Baribeault, Jr. Peter Davis read the resignation letter from Chairman Raymond Baribeault, Jr. The Commission accepted Mr. Baribeault’s resignation with regrets as he has been the Chairman for many years and the Commission was very sorry to see him go. 2. Suspension of the Rules – Add Release of Conservation Easement IW- URA-08-16 to Other Business. Upon motion by Art Sharron and second by Barbara Rothstein the Commission voted unanimously to suspend the rules and add the Release of Conservation Easement for IW-URA-08-16 to Other Business. F. PUBLIC HEARINGS: None G. OLD BUSINESS: None H. NEW BUSINESS: 1. IWWCC #15-01 – 180 Harland Road – Application from Stephen Majeski and Richard Vendola for the construction of a residential home within a regulated upland area. Upon motion by Douglas Lee and second by Art Sharron the Commission voted unanimously to TABLE the application until the next regular scheduled meeting of March 5, 2015, in order to comply with the required 30 day petition period. I. New Business items submitted after agenda preparation and prior to the submission deadline: None J. Other Business: 1. Release of Conservation Easement – IW-URA-08-16 Upon motion by Brandon Hyde and second by Douglas Lee the Commission voted unanimously to recommend to the City Council that the City release the Conservation Easement. All approvals have been surrendered and no site work was initiated. Accordingly, there have been no resource impacts that must be mitigated. K. Violations: None L.
