December 3, 2015 Regular Meeting Minutes CITY OF NORWICH INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION Lower-level Conference Room, 23 Union Street, Norwich, Connecticut Agenda Items A, B & C – Call To Order, Roll Call, and Determination Of Quorum: Chairman Richard Morell called the meeting to order at 7:00 p.m. Present: Richard Morell, Chairman Douglas S. Lee, Vice-Chairman David Poore Ralph Page Art Sharron, Alternate Robert McCoy, Alternate Absent: Barbara Rothstein Brandon Hyde Philip Kiley Also Present: Peter Davis, Director It was determined there was a quorum. D. APPROVAL OF MEETING MINUTES: Upon motion by Art Sharron and seconded by David Poore the Commission voted unanimously to APPROVE the minutes of the November 5, 2015 regular meeting. E. COMMUNICATIONS: 1. IWWCC-10-05 Requesting 5 year re-approval for Scotland Road/Hansen Road 16 lot subdivision F. PUBLIC HEARINGS: None G. OLD BUSINESS: 1. IWWCC #15-06 – 5 Consumers Avenue – Application for upland review from AC Linen Supply, LLC for the construction of an addition and parking area to an existing laundry facility. Peter Davis introduced the application. Robert Russo, Soil Scientist from CLA Engineers presented the plan including drainage plans and calculations. Upon motion by Art Sharron and seconded by Douglas Lee the Commission voted unanimously to APPROVE IWWCC #15-06 with conditions that the paved area be expanded to 14’ wide and the maintenance of drainage basins and curtain drains be adhered to in accordance with approved plan. H. NEW BUSINESS: None I. New Business items submitted after agenda preparation and prior to the submission deadline: 1. IWWCC-10-05 Requesting 5 year re-approval for Scotland Road/Hansen Road 16 lot subdivision Peter Davis stated it would need to be tabled until the next regular meeting, due to the required 30 day public petition period. Upon motion by Douglas Lee and seconded by Ralph Page the Commission voted unanimously to TABLE the application until the next regular scheduled meeting of January 7, 2016, in order to comply with the required 30 day petition period.
