Special Meeting Minutes March 15, 2018 CITY OF NORWICH INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION Lower-level Conference Room 23 Union Street, Norwich, Connecticut A. CALL TO ORDER: Chairman Richard Morell called the meeting to order at 2:00 p.m. B. ROLL CALL and SEATING of ALTERNATES: Present: Richard Morell, Chairman Douglas Lee, Vice Chairman Art Sharron David Poore Robert McCoy, Alternate Absent: Michael Lahan, Alternate Brandon Hyde Peter Chalecki Also Present: Deanna Rhodes, IWWCC Agent, and Linda Lee Smith, Recording Secretary. Richard Morell stated that all members in attendance would be voting as quorum was determined. Robert McCoy arrived at 2:05 p.m. C. NEW BUSINESS: Receipt of Any New Applications IWWCC18-01: 17-35 Falls Avenue. Application for proposed land disturbance activities within the Special Flood Hazard Area, Floodway and Coastal Area Management (CAM) Overlay District to create a loading area. Proposed land disturbance activities include demolition, 3’ wide concrete stair, 10’ x 10’ boat trailer ramp, 700 sq. ft. crushed stone, new ADA handicap ramp, 4 parking spaces, and 2 concrete block walls. Application of Mary Ana Holdings, LLC/Richard Thayer, Assessor’s Map 101, Block 4, Lot 62 Deanna Rhodes explained it’s a new application that needs to be received and TABLED until the next regularly scheduled meeting of April 5, 2018. A motion was made by Douglas Lee to TABLE the application until the next regular wetlands meeting on April 5, 2018. David Poore second. The motion passed unanimously. D. OTHER BUSINESS: Bond Reduction Request for 5 Woods Drive Deanna Rhodes explained that the bond was in place for the recently approved drainage work. Douglas Lee asked if the E&S was in place as the grass hasn’t germinated. Deanna Rhodes stated she assumed it was as Pat McLaughlin would have mentioned it to her if it wasn’t. In the future, she will ask him to clarify the status of erosion and sediment controls when he makes a recommendation for a bond reduction. Motion was made by Art Sharron to APPROVE the bond reduction from $2,500 and release $1,250. Douglas Lee seconded. Motion carried unanimously. E. ADJOURNEMENT: A motion was made by Douglas Lee to adjourn the meeting at 2:05 p.m. Seconded by David Poore. Motion carried unanimously. Respectfully submitted, Linda Lee-Smith, Recording Secretary
