Regular Meeting Minutes November 1, 2018 CITY OF NORWICH INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION Lower-level Conference Room 23 Union Street, Norwich, Connecticut A. CALL TO ORDER: Chairman Richard Morell called the meeting to order at 7:00 p.m. B. ROLL CALL and SEATING of ALTERNATES: Present: Richard Morell, Chairman Douglas Lee, Vice Chairman David Poore Art Sharron Peter Chalecki Robert McCoy, Alternate Absent: Brandon Hyde Michael Lahan, Alternate Also Present: Deanna Rhodes, IWWCC Agent C. APPROVAL OF MEETING MINUTES: A motion was made by Art Sharron to APPROVE the August 2, 2018 minutes with the following amendment for clarification purposes to the last sentence of Item #2 under D. Communications: Deanna has been going out to the site once a month, and touching base with Mr. Tremblay weekly. David Poore seconded the motion. The motion passed unanimously. D. COMMUNICATIONS: Deanna Rhodes shared information about the upcoming Connecticut Association of Conservation and Inland Wetlands Commission (CACIWC) annual meeting on Saturday, November 17th and the Southeast CT Regional Land Trust Summit to be held on December 12th. She asked members to let her know if they wanted to attend and she would register them. E. PUBLIC HEARINGS: None F. OLD BUSINESS: None G. NEW BUSINESS: Receipt of Any New Applications: a. IWWCC #18-12: 140 Yantic Road. Proposed land disturbance activities associated with redevelopment of the existing Hall Mill building into hotel use. Associated site improvements include grading, drainage, parking, sidewalks, landscaping within the upland review area and wetlands. Application and Property of Mill Development CT, LLC. Assessor’s Map 49, Block 1, Lot 45 A Motion was made by Art Sharon to TABLE this application to the December 6, 2018 regular meeting. The motion was seconded by Doug Lee. The motion passed unanimously.  2. Request for Bond Release: IWWCC#17-16: 5 Norwich Woods Deanna Rhodes provided an update about the project and informed the Commission that the City Engineer had inspected the site and recommended release of the remaining $1250 bond. A Motion was made by David Poore to RELEASE THE BOIND for this application. The motion was seconded by Robert McCoy. The motion passed unanimously. H. OTHER BUSINESS: 1. Staff Report: Update on Pisarko Timber Harvest, POCD Implementation Committee Reminder Deanna Rhodes informed the Commission that the timber harvest was complete. She shared that the next meeting of the POCD Implementation Committee will be held on November 14th. She reminded the Chairmen to look at the topic of the meeting and if it is not relevant to their charge, they do not need to be in attendance but are welcomed. Ms. Rhodes also provided updates on development projects in the City and the two grant applications her office submitted this week for brownfields remediation in the Shipping Street area and for trail improvements, and extension of the trail into Preston, at the Greeneville Dam Public Recreation Area. She will let them know when they hear news about the grant awards. 2. Upland Review Permits Issued Deanna Rhodes shared that she has issued 4 administrative permits (IWWCC 18-08A through IWWCC 18-11A) since the Commission last met. She gave a brief overview of each project and the location. 3. Adopt 2019 Meeting Calendar A Motion was made by Doug Lee to ADOPT THE 2019 CALENDAR. The motion was seconded by Art Sharron. The motion passed unanimously. I. ADJOURNMENT: A motion was made by Art Sharron to adjourn the meeting at 7:39 p.m. Seconded by Peter Chalecki. Motion carried unanimously.
