Regular Meeting Minutes July 11, 2019 CITY OF NORWICH INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION Lower-level Conference Room 23 Union Street, Norwich, Connecticut A. CALL TO ORDER: Vice Chairman Douglas Lee called the meeting to order at 7:00 p.m. B. ROLL CALL and SEATING of ALTERNATES: Present: Richard Morell, Chairman Douglas Lee, Vice Chairman Peter Chalecki David Poore Absent: Brandon Hyde Art Sharron Robert McCoy, Alternate Michael Lahan, Alternate Also Present: Dan Daniska, Assistant City Planner, and Katherine Rose, Recording Secretary C. APPROVAL OF MEETING MINUTES: Douglas Lee put forth a motion to APPROVE the June 6, 2019 minutes. Peter Chalecki seconded. The motion passed unanimously. D. COMMUNICATIONS: Dan Daniska stated he received an email stating the pond located at 289 New London Turnpike is being treated again and that he received notice from City Council that Michael Lahan has been re-appointed as an alternate member of IWWCC. Dan Daniska stated he did receive clarification on the 8th Street Bridge Project that the state does in fact have jurisdiction over Tidal Watercourses and the Commission does not have to act on the CSO project discussed at last month’s meeting. E. PUBLIC HEARINGS: None. F. OLD BUSINESS: None. H. NEW BUSINESS: 1. IWWCC #19-10(JR) – 47 Huntington Avenue. Request for a six (6) lot Re-Subdivision which includes two (2) interior lots. Jurisdictional Ruling required by IWWCC. Property and application of American Property Group LLC. Assessor’s Map 51, Block 1, Lot 39, Zone R-40. Dan Daniska reported that this application would be a non-jurisdictional ruling as there are no wetlands or wetland review areas in this space however statutorily when an application is received it comes before the IWWCC for a referral. Douglas Lee made a motion that the Commission has NO JURISDICTION or interest in the  application. David Poore seconded. The motion passed unanimously. 2. IWWCCC #19-11 – 38 Sturtevant Street. Application to remove an existing concrete driveway and replace with an enlarged asphalt driveway in a Regulated Area. Proeprty and application of Rhonda Exum. Assesor’s Map 67, Block 3, Lot 23, Zone R-20. Peter Chalecki made a motion to table the application to next month’s meeting. Douglas Lee seconded. The motion passed unanimously. H. OTHER BUSINESS: 1. Staff Report: None. 3. Upland Review Permits Issued. None. 4. Miscellaneous: None. I. ADJOURNMENT: Peter Chalecki made a motion to adjourn the meeting at 7:04PM. David Poore seconded.
