Regular Meeting Minutes November 7, 2019 CITY OF NORWICH INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION Lower-level Conference Room 23 Union Street, Norwich, Connecticut A. CALL TO ORDER: Vice Chairman Douglas Lee called the meeting to order at 7:00 p.m. B. ROLL CALL and SEATING of ALTERNATES: Present: Richard Morell, Chairman Douglas Lee, Vice Chairman Peter Chalecki David Poore Brandon Hyde Swaranjit Singh Khalsa, Alternate Robert McCoy, Alternate Absent: Michael Lahan Also Present: Dan Daniska, Assistant City Planner, Katherine Rose, Recording Secretary. C. APPROVAL OF MEETING MINUTES: Douglas Lee put forth a motion to APPROVE the September 5, 2019 minute. Peter Chalecki seconded. The motion passed unanimously. Brandon Hyde abstained. D. COMMUNICATIONS: Dan Daniska stated he received a form letter from the State DOT regarding the rehabilitation of a culvert on Interstate 395 over Hammer Brook as well as an email on September 13th giving notification of the third treatment of the pond at 289 New London Turnpike. Dan Daniska stated he also received an email from the State on October 1st regarding the replacement of the bridge on Route 97 over Cold Brook containing a general permit for water resource construction activities. Dan Daniska also reported he received a DEEP notice to municipalities for conducting regulated activities at the dam at Ponemah Mill from First Light Power Station as they are looking to draw down river three feet in order to repair broken flash boards. Dan Daniska added the 42nd Annual Meeting of the Connecticut Association of Conservation and Inland Wetlands Commissions will be held November 23rd in Cromwell for those interested in attending. E. PUBLIC HEARINGS: None. F. OLD BUSINESS: None. G. NEW BUSINESS: 1. IWWCC #19-17 – 33 Wisconsin Avenue Dan Daniska reported a pre-process meeting has been set up for the following week. Brandon Hyde made a motion to table the application until the next meeting. Peter Chalecki seconded. The motion passed unanimously. H. OTHER BUSINESS: 1. Staff Report: New member Swaranjit Singh Khalsa was welcomed to the Commission. 2. Miscellaneous: Brandon Hyde made a motion to change the January 2, 2020 proposed meeting date to January 9, 2020. Douglas Lee seconded. The motion passed unanimously. Richard Morrell made a motion to accept the 2020 Meeting Schedule as altered. Douglas Lee seconded. The motion passed unanimously. Dan Daniska reminded members of membership application renewals. I. ADJOURNMENT: Douglas Lee made a motion to adjourn the meeting at 7:06 PM. Peter Chalecki seconded. The motion carried unanimously.
