Regular Meeting Minutes May 4, 2023 CITY OF NORWICH INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION VIRTUAL MEETING ZOOM NORWICH, CT A. CALL TO ORDER: Chairman Richard Morell called the meeting to order at 12:16 PM. B. ROLL CALL and SEATING of ALTERNATES: Present: Chairman Richard Morell (ZOOM), Vice Chairman Douglas Lee (ZOOM), Peter Chalecki (ZOOM). Absent: Brandon Hyde, Michael Lahan. Also Present: Dan Daniska, City Planner/Wetland Agent. C. APPROVAL OF MEETING MINUTES: Douglas Lee put forth a motion to APPROVE the January 5, 2023 regular meeting minutes. Peter Chalecki seconded. Douglas Lee, Peter Chalecki, and Richard Morell voted in favor. The motion passed unanimously. D. COMMUNICATIONS: None. E. OLD BUSINESS: None. G. NEW BUSINESS: IWWCC #23-01(JR): 408 Scotland Road Request for a seven (7) lot subdivision on a 21 acre parcel. Jurisdictional Ruling required by IWWCC. Property of Susan Phillips, Charles Lillibridge, and Mary Louise Altheiser. Application of Peter Gardner / Charles Lillibridge. Assessor’s Map 29, Block 1, Lot 26. Zone R-80. Dan Daniska reported that this is an application for a non-jurisdictional ruling and that a soil scientist did flag wetlands for the subdivision and all proposed activity would take place outside of the Regulated Area, and the Upland Review Area. Peter Gardner, representing the applicant, provided additional information regarding lot layout. Douglas Lee made a motion that the IWWCC does not have jurisdiction on Application IWWCC #23-01(JR): 408 Scotland Road due to the fact that no activity is proposed directly in a Regulated Area or within the 100 ft. Upland Review Area of any surrounding wetlands. Peter Chalecki seconded. The motion passed unanimously. H. OTHER BUSINESS: Dan Daniska asked the commission if they were in agreement that should the Business Park North go before the Commission on the City Plan as a Subdivision, with the same layout of the roadway that was previously approved by the Wetlands Commission, would they like to have a new application submitted again. Discussion ensued regarding the potential application. The Commission collectively agreed that they would not need to see the subdivision application as long as the roadway layout that was previously approved remained the same. I. VIOLATIONS: None. J. ADJOURNMENT: Douglas Lee made a motion to adjourn the meeting at 12:25 PM. Peter Chalecki seconded. Douglas Lee, Peter Chalecki, and Richard Morell voted in favor. The motion passed unanimously.
