I. Roll Call
Meeting called to order by Paul Schroder at 6:05 pm.

II. Minutes
A. Minutes of the September 15, 2015 Regular Personnel & Pension Board Meeting.
B. Minutes of the October 14, 2015 Special Personnel & Pension Board Meeting.
Motion to approve the September 15, 2015 and October 14, 2015 Personnel &
Pension Board meeting minutes made by John John, seconded by Scott Suplita, all
in favor.
III. Old Business
A. Discussion regarding updating of the Disability Verification Form. Motion to compile
and distribute an updated sample form at the October meeting made at the September
15, 2015 meeting.
The updated sample form was distributed. Motion to table discussion to November
meeting made by Paul Schroder, seconded by John John, all in favor.
B. Discussion of rollover or withdrawal of pension contributions (plus interest) upon
resignation or termination of employment. Kevin Emerson researching state
escheatment laws. Motion to table to the October meeting made at the September 15,
2015 meeting.
Motion to table discussion to November meeting made by Paul Schroder, seconded
by John John, all in favor.
IV. New Business
A. 2015 third quarter review of the OPEB Fund and Retirement Fund with Marc Shegoski
and Ashley Martella of UBS.
Marc Shegoski gave a general market outlook. UBS forecasts US GDP growth to
remain at 2.8% and inflation to remain below 0%. They are forecasting interest rates
to rise slightly by the end of the year and oil prices to remain low. He reported that
market volatility will continue with the issues in China and the Middle East and

B. Pension calculation(s):
1. Dorothy Feeney, retired August 4, 2015. Her pension is calculated for an annual
amount of $11,138.47. Her application for a normal retirement was approved at the
September 15, 2015 meeting.
2. Dorothy Greenwold, retired August 27, 2015. His pension is calculated for an annual
amount of $22,033.34. Her application for a normal retirement was approved at the
July 21, 2015 meeting.
3. Lee Santerre, retired September 2, 2015. His pension is calculated for an annual
amount of $25,891.33. His application for a normal retirement was approved at the
September 15, 2015 meeting.
4. Jill Brennan, retired September 4, 2015, payable September 23, 2027. Her pension
is calculated for an annual amount of $7,943.15. Her application for a deferred
retirement was approved at the September 15, 2015 meeting.
5. Mary Ann Dixon, retired October 1, 2015. Her pension is calculated for an annual
amount of $9,947.99. Her application for a normal retirement was approved at the
June 16, 2015 meeting.
C. Notification of death(s):
1. Theodore Anderson (DOD 7/14/2015), who retired from the Police Department on
September 15, 1981. Notified by spouse and verified thru SSA. No survivor benefit
due.
2. Anne Moriarity (DOD 9/7/2015), who retired from the BOE on July 27, 1993. No
survivor benefit due.
3. Kathleen Pitrelli (DOD 9/20/2015), who retired from NPU on April 23, 1997.
Notified by brother and verified thru SSA. No survivor benefit due.
4. Barbara Casey (DOD 9/23/2015), who retired from BOE on April 1, 1991. No
survivor benefit due.
5. William Kane (DOD 10/04/2015), who retired from Public Works on September 15,
1992. Survivor benefit due Charlotte Kane in the annual amount of $9,092.13.

D. Notification from Athena Nagel that the BOE Administrative Assistant’s Union has
adopted the 2018 General City Plan effective September 1, 2015.
E. Notification of the nomination and election process to fill the expiring terms of the two
employee representatives and one alternate representative to the board.
F. Discussion for meeting with the NPU Board.
