II. Minutes
A. Minutes of the October 20, 2015 Combined Regular/Investment Personnel & Pension
Board Meeting.
Motion to approve the October 20, 2015 Combined Regular/Investment Personnel
&Pension Board meeting minutes made by John John, seconded by Shiela Hayes,
all in favor
III. Old Business
A. Discussion regarding updating of the Disability Verification Form. Motion to review
updated sample form at the November meeting made at the October 20, 2015 meeting.
B. Discussion of rollover or withdrawal of pension contributions (plus interest) upon
resignation or termination of employment. Kevin Emerson researching state
escheatment laws. Motion to table to the November meeting made at the October 20,
2015 meeting.
Motion to table items A. and B. to the December meeting made by Shiela Hayes,
seconded by John John, all in favor.
IV. New Business
A Discussion of the July 1,2014 Experience Study and the July 1,2015 Actuarial Valuation
Report for the Cityof Norwich Retirement Plan with Tim Ryor of Hooker &Holcombe,
Inc.
Tim Ryor presented the results of the 2014 Experience Study. He reported that new
pension mortality tables were published in October 2014 with a mortality
improvement scale updated in October 2015. Our long-term rate of return (LTROR)
assumption is close to the liability weighted average for all H&H clients and the
Plan's current asset allocation continues to support the LTROR assumption. He
recommends no change at this time.

payable immediately.
2. Joseph Hebert, Jr, Director of Safety and Training–Fire, for a normal retirement
effective December 19, 2015.
C. Updated calendar year 2014 outside earnings report for service-connected disability
retirees.
D. Notification of 2016 P&P Board meeting schedule.
