II. Minutes
A. Minutes ofthe February 21,2017 Regular Personnel & Pension Board Meeting.
Motion to approve the February 21, 2017 Personnel & Pension Board meeting
minutes made by John John,seconded by Peter Barber, all in favor.
III. Old Business
A. Request from Chief Scandariato, Fire Chief, to extend the eligibility list for Fire
Lieutenant for six months. The current list expires on May 12, 2017. Motion to table to
the March 2017 meeting to verify the list had been previously extended by six months.
Brigid Marks verified the eligibility list for Fire Lieutenant had been previously
extended for six months.
Motion to extend the eligibility list for Fire Lieutenant for an additional six months
made by Scott Suplita,seconded by Shiela Hayes, all in favor.
B. Discussion concerning consulting and custodian services tabled to the March 2017
meeting for additional information.
Marc Shegoski and David Sears presented the Portfolio Structure and Fee Review
based on percentage of investment in index funds with the associated savings in
annual expenses. The board discussed an investment strategy change in the current
market. Marc and David explained the transitioning process between index fimds
and managers. Due to the current potential volatility in the market. Marc
recommended no more than 17% investment in index funds in the current market.
Motion to remain at the current 12.5% investment in index funds and re-evaluate at
the April investment meeting made by Peter Barber, seconded by Shiela Hayes, all
in favor.

III. Old Business
A. Request from Chief Scandariato, Fire Chief, to extend the eligibility list for Fire

IV. New Business
A. Application for retirement:
1. Paul Tomczyk, Weighmaster, for a normal retirement effective April 26, 2017.
B. Notification of death:
1. James Serwinski (DOD February 16, 2017) who retired from NPU on August 25,
2011. Survivor benefit due to Cynthia Serwinski in the amount of $23,032.52
annually. The benefit due to Lorene Flynn is reduced to $5,571.01 annually per the
DRO on file.
2. Hervey Hinse (DOD February 17, 2017) who retired from the Police Department on
March 29, 1987. No further benefit due.
C. Application for refund/rollover of pension contributions:
1. Donalyn Bogue, Paraeducator-BOE, who terminated January 2, 2017. Refund in the
amount of $13,506.22 with interest (thru 1/31/2017).
2. Patrick Lajoie, Police Officer, who terminated January 30, 2017. Refund in the
amount of $88,115.95 with interest (thru 1/31/2017).
3. Delisia Dolinger, Paraeducator-BOE, who terminated November 6, 2016. Refund in
the amount of $7,110.68 with interest thru (1/31/2017).
