Meeting called to order by Paul Schroder at 4:59pm

II. Minutes
A. Minutes of the September 19, 2023 Personnel & Pension Board Meeting.
Motion to correct the September 19, 2023 meeting minutes and include Chris Golas to members
present was made by Paul Schroder, seconded by Mike Dziavit, all in favor.
Paul Schroder made a motion to add an item to agenda under suspension of rules, A to section
III New Business, seconded by Mike Dziavit, all in favor.
III. New Business
A. UBS Investment approval
Marc Shegoski, David Sears, and Ashley Martella from UBS Financial Services, Inc. asked
the P&P Board members for approval on their plan to input (invest).
UBS recommended the following:
1. Invest $6,762 million from the POB proceeds and release $460,000 to City to finance
pension benefits as planned.
Motion made by Mike Dziavit to approve investment of $6,762 million and to release
$460,000 to City to finance pension benefits, seconded by Rich Morelli, all in favor.
B. (Formerly A.) Application for retirement:
1. Robin Bochese, Administrative Assistant – Food Service, for a deferred retirement
effective June 10, 2023, payable November 22, 2023.
2. Michael P. Gualtieri, Treasurer, for a deferred retirement effective December 5, 2023,
payable immediately.
3. Erin Perpetua, Director of Food Services, for a deferred retirement effective June 17,
2023, payable February 22, 2032.
4. Monique Riccitelli, Police Officer, for a normal retirement effective March 3, 2024.
Motion to approve retirement applications made by Rich Morelli, seconded by Bob Pounch,
all in favor.

1. Robin Bochese, Administrative Assistant, retired June 10, 2023. Her annual pension
calculation is $7,213.79. Her application is on the agenda at this meeting.
2. Erin Perpetua, Director of Food Services, retired June 17, 2023. Her annual pension
calculation is $21,428.92 with a 100% joint & survivor benefit reducing her pension to
$19,328.89. Her application is on the agenda at this meeting.
Motion to approve the pension calculations made by Mike Dziavit, seconded by Rich
Morelli, all in favor.
D. (Formerly C.) Applications for refund/rollover of pension contributions:
1. Kaisa Duhaime, Kitchen Worker, who terminated effective June 15, 2023. Refund of
$5,321.41 including interest.
2. Mallory McCoy, Food Service Manager, who terminated effective June 15, 2023. Refund
of $6,611.02 including interest.
3. Karissa Pellegrini, Paraeducator, who terminated effective September 5, 2023. Refund of
$7,689.72 including interest.
4. Matthew Wallace, Utility Construction Pipefitter, who terminated effective September
21, 2023. Refund of $136,391.82 including interest.
5. Rachael Willey, 911 Dispatcher, who terminated effective September 09, 2023. Refund of
$17,496.11 including interest.
Motion to approve refund/rollover application made by Mike Dziavit, seconded by Bob
Pounch, all in favor.
E. (Formerly D.) Notification of Death:
1. Joseph Boisclair, Deputy Fire Chief, DOD September 26, 2023, who retired on May 17,
1982. No further benefit due.
Motion to acknowledge notification of death made by Paul Schroder, seconded by Mike
Dziavit, all in favor.
2. Oliver R. Bray, Custodian - BOE, DOD September 07, 2023, who retired on September
07, 2003. Survivor benefit to be paid to his spouse, Barbara, in the amount of $ 9,216.02.
Motion to acknowledge notification of death and approve survivorship benefit made by
Mike Dziavit, seconded by Rich Morelli, all in favor.
F. (Formerly E.) Eligibility List Extensions:
1. Request from Christopher LaRose, NPU General Manager, to extend the Accounting
Analyst list for one (1) year. The list expires December 29, 2023.
Motion to extend the Accounting Analyst list for (6) months made by Chris Golas,
seconded by Mike Dziavit, all in favor.
2. Request from Christopher LaRose, NPU General Manager, to extend the Apprentice
Control Room Operator list for six (6) months. The list expires December 06, 2023.
Motion to extend the Apprentice Control Room Operator list for (6) months was made
by Mike Dziavit, seconded by Chris Golas, all in favor.
G. (Formerly F.) Employees to be admitted into the City of Norwich Employees’ Retirement
Fund:
Motion to admit the following employees into the City of Norwich Employees’ Retirement
Fund made by Bob Pounch, seconded by Rich Morelli, all in favor.
