Minutes A. Minutes of the October 15, 2024 Personnel & Pension Board Meeting. Motion to accept the October 15, 2024 minutes was made by Mike Dziavit seconded by Bob Pounch, all in favor. Paul Schroder made a motion to add to the agenda under suspension of rules, item A. UBS Post Election review and item B. P&P Special Board meeting of 10/28/2024 transcript cost request, seconded by Mike Dziavit, all in favor. III. New Business A. UBS Post Election review Mark Shegoski, David Sears and Ashley Martella from UBS Financial Services, Inc. provided a short overview of the stock market post-election. The portfolio was reviewed by David and Ashley. The pension fund asset allocation as of November 15, 2024 was 68.03% equity, 28.70% fixed income, 1.19% cash and 2.08% real estate. The OPEB fund asset allocation as of November 15, 2024 was 70.29 % equity, 27.38% fixed income and 2.33% cash. UBS had no investment recommendations. B. P&P Special Board meeting of 10/28/2024 transcript cost request Motion made by Paul Schroder to request transcript cost for P&P Special Board 10/28/2024 meeting, seconded by Mike Dziavit, all in favor. C. (Formerly A.) Milliman’s Experience Study proposal Motion to table to the January 21, 2025 meeting was made by Paul Schroder, seconded by Bob Pounch, all in favor. D. (Formerly B.) Application for retirement: 1. Elier Alvarado, Metering and Revenue Asset Manager - NPU, for a deferred retirement effective October 23, 2024 payable January 9, 2045. 2. John R. Johnson, PW Facilities & Grounds Manager, for a normal retirement effective February 08, 2025. Motion to approve retirement applications made by Bob Pounch, seconded by Mike Dziavit, all in favor. E. Steven F. Deloreto, Police Officer, retired October 24, 2024. His annual pension calculation is $ 68,170.04. His application was approved at the October 15, 2024 meeting. Motion to approve the pension calculation made by Mike Dziavit, seconded by Bop Pounch, all in favor. F. (Formerly D.) Applications for refund/rollover of pension contributions: 1. Gaevin Vegiard, Custodian – BOE, who terminated effective September 20, 2024. Refund in the amount of $ 13,850.16 including interest. Motion to approve refund/rollover application made by Mike Dziavit, seconded by Mary Osten, all in favor. G. (Formerly E.) Notification of Death: 1. Robert C. Borchers, DOD September 11, 2024, NPU, who retired on February 01, 2007. Survivor benefit to be paid to his spouse Rosemary A. Borchers, in the amount of $27,304.56. 2. Helen Brown, DOD October 13, 2024, BOE, who retired on December 22, 2018. No obituary. Survivor benefit to be paid to her spouse Richard J. Brown, in the amount of $6,072.11. 3. Gail Juber, DOD October 03, 2024, NPU, who retired on February 02, 1999. No obituary. Survivor benefit to be paid to her spouse Stanley F. Juber, in the amount of $18,054.02. Motion to acknowledge notification of death made by Bob Pounch, seconded by Mary Osten, all in favor. H. (Formerly F.) Eligibility List Extensions: 1. Request from Chief Montoya, Fire, to extend the Director of Training & Safety eligibility list for one (1) year. The list expires December 6, 2024. Motion to extend the Director of Training & Safety eligibility list for six (6) months was made by Mike Dziavit, seconded by Mary Osten, all in favor. 2. Request from Chief Montoya, Fire, to extend the Firefighter eligibility list for one (1) year. The list expires December 5, 2024. Motion to extend the Firefighter eligibility list for six (6) months was made by Mike Dziavit, seconded by Bob Pounch, all in favor. I. (Formerly G.) (Formerly J.) Kenneth Scandariato resignation letter. Motion made by Paul Schroder to accept/acknowledge Kenneth Scandariato’s resignation letter and to send a thank you letter, seconded by Mike Dziavit, all in favor. IV. Correspondence Letter from Mabel Ojieyan, Extended Learning Supervisor – BOE, requesting to join the City of Norwich Employees’ Retirement Fund. Evelyn Lopez provided the P&P members background information on Ms. Ojieyan’s request. Paul Schroder and board members discussed/review the circumstances of Ms. Ojieyan’s request to join the city of Norwich Employees’ Retirement Fund. P&P Board members voted to approve Ms. Ojieyan’s request. Ms. Ojieyan is required to pass a physical prior to joining the Employee Retirement Pension Fund. She was given two options: 1. Join pension fund effective April 03, 2017 – November 16, 2024 – this option will require Ms. Ojieyan to buyback interim period. She will have 2 years to payback owed pension contributions with interest. 2. Join pension fund effective November 19, 2024.
