Minutes of the February 18, 2025 Personnel & Pension Board Meeting. Motion to accept the February 18, 2025 minutes was made by Mary Osten, seconded by Mike Dziavit, all in favor. Chris Golas made a motion to add to the agenda under suspension of rules, item A under New Business, UBS Investment Review, seconded by Mike Dziavit, all in favor. III. New Business A. UBS Investment Review Mark Shegoski, David Sears and Ashley Martella from UBS Financial Services, Inc. provided a brief overview of the current stock market. They all talked about performance, interest rates and inflation and struggles with the current stock market. No recommendations were made at this time. B. (Formerly A.) Pension & OPEB Investment Comparison Motion made by Mike Dziavit to accept the Pension & OPEB Investment Comparison, seconded by Patrick McMahon, all in favor. C. (Formerly B.) Application for retirement: 1. Carl S. Bourne, Police Officer, for a normal retirement effective March 25, 2025. 2. Theresa Finegan, Admin. Assistant, for a deferred pension effective April 26, 2025, payable September 18, 2025. 3. John E. Perry, Police Captain, for a normal retirement effective April 15, 2025. Motion to approve retirement applications made by Patrick McMahon, seconded by Bob Pounch, all in favor. D. (Formerly C.) Pension Calculations: 1. John R. Johnson, Facilities & Grounds Manager, retired February 08, 2025. His pension calculation is $69,443.12 with a 100% joint & survivor benefit reducing his pension to $63,471.01. His application was approved at the November 19, 2024 meeting. Motion to approve pension calculations made by Mary Osten, seconded by Mike Dziavit, all in favor. E. (Formerly D.) Applications for refund/rollover of pension contributions: 1. Laura Hutchens, 911 Dispatcher, who terminated effective February 08, 2025. Refund in the amount of $ 90,626.57 including interest. 2. Stephen Randall, Light Equipment Operator, who terminated effective January 03, 2025. Refund in the amount of $45,285.77 including interest. F. (Formerly E.) Notification of Death: 1. Geraldine L. Hoelck, DOD February 15, 2025, surviving spouse of Alfred Hoelck, who retired from Public Works on March 22, 1995. No further benefit due. 2. Paul D. Tomczyk, DOD February 16, 2025, Public Works, who retired on April 26, 2017. Survivor benefit to be paid to his spouse Kelli A. Antoniac, in the amount of $ 49,079.81. Motion to acknowledge notifications and approval of Kelli A. Antoniac’s survivorship benefit made by Mike Dziavit, seconded by Mary Osten, all in favor. G. (Formerly F.) Eligibility List Extensions: 1. Request from Chief Wilson, Fire, to extend the Fire Inspector list for six (6) months. The list expires April 03, 2025. Motion to extend the Fire Inspector eligibility list for six (6) months was made by Patrick McMahon, seconded by Bob Pounch, all in favor. 2. Request from Christopher LaRose, NPU General Manager, to extend the Lineworker Apprentice list for six (6) months. The list expires May 15, 2025. Motion to extend the Lineworker eligibility list for six (6) months was made by Mike Dziavit, seconded by Mary Osten, all in favor. H. (Formerly G.) Employees to be admitted into the City of Norwich Employees’ Retirement Fund: Motion to admit the following employees into the City of Norwich Employees’ Retirement Fund made by Mike Dziavit, seconded by Bob Pounch, all in favor.
