Police Station Project Review Committee Organization
Meeting Minutes for April 25. 2013
Mayor Peter Nystrom called the meeting to order at 5:05pm. There were 12
members present. Committee members present were: David Eggleston, Karen
Neeley, Scott Camassar, Larry Kendall, Susan Fiegel, Robin Lawson, Keith
Ripley, Martin Shapiro, William Kenny, Dennis Jenkins, Andrew Harvey and
Dave Winkler. Members unable to attend: Derell Wilson. Support resources in
attendance included: Mayor Peter Nystrom, Alan Bergren, City Manager, Police
Chief Louis Fusaro, Deputy Police Chief Warren Mocek, Police Captain Patrick
Daley, Marge Blizard of the Redevelopment Agency and Sharyn Mish, Recording
Secretary.
Mayor Nystrom gave opening remarks and the charge of the committee. Mayor
Nystrom introduced Police Chief Louis Fusaro. Chief Fusaro discussed briefly
the goal of this committee and also introduced the supporting resources. He
introduced Sharyn Mish as the Recording Secretary, Deputy Chief Warren Mocek
and also Captain Patrick Daley. Chief Fusaro suggested that any information the
committee needs the resources are available. He also informed the committee
that another resource available is Police Detective James Curtis who was not able
to attend the meeting. Chief Fusaro and the men and women of the Norwich
Police Department would like a solution to a long-standing problem and are open
to any solution.
Karen Neeley asked if the committee members were allowed to discuss their
background, how the committee came about and each member’s position on the
project. Mayor Nystrom and Alan Bergren stated the committee is to be
thorough and make informed decisions. The members then went around one by
one introducing themselves and offering a more historical background.
After members discussion/introduction Dennis Jenkins made a motion that Bill
Kenny become Chair. Scott Camassar seconded the motion. Discussion of the
Chairman’s responsibilities brought about 2 more members to be considered for
positions of Chair and Vice-Chair. Members voted for the motion of Bill Kenny
being Chair. Motion failed with 3 votes in favor. Martin Shapiro motioned David
Eggleston be Chair. Dave Winkler seconded. Motion passed with all in favor.
David Eggleston motioned Karen Neeley be Vice-Chair, Dave Winkler seconded.
Motion passed with all in favor.
Future meeting schedule and locations was discussed. Scott Camassar suggested
90 minutes to 2 hours should be an appropriate amount of time. Susan Fiegel
suggested the committee should meet twice a month. The members were
available on Thursdays. Martin Shapiro suggested there be “conference call”
ability for the meetings. Susan Fiegel motioned the second and fourth Thursday
of each month from 5:00pm until 7:00pm. Karen Neeley seconded. Motion
passed with all in favor.
Police Chief Fusaro suggested to the committee that they hold the next meeting at
the Police Department and tour the facility. Chair, David Eggleston agreed and
requested information of the police department. Chief Fusaro and Sharyn Mish
distributed two packets:
(1) Request for Qualifications for Needs Assessment June 2006
(2) Space Needs Assessment Results July 2007
Chief Fusaro also stated that there is much more available but he didn’t want to
inundate the committee all at once. The committee agreed and the next
meeting/tour will be held at the Norwich Police Department on May 9th, 2013
from 5:00pm until 7:00pm.
Susan Fiegel made a motion to adjourn the meeting. Dennis Jenkins seconded.
Motion passed with all in favor. Meeting adjourned at 6:35pm.
